About the Role

Collier County seeks a Human Resources Manager to lead the Talent Acquisition Team. This role supports the recruitment and hiring of talented individuals to serve the community.

Responsibilities

  • Lead, coach, and develop the Talent Acquisition team.
  • Oversee county-wide recruitment, selection, and hiring activities.
  • Partner with hiring managers and Division leadership to develop recruitment strategies for current and future staffing needs.
  • Oversee job postings, candidate screening, interviews, selections, offers, and pre-employment requirements.
  • Develop innovative recruitment strategies for high-volume, specialized, and difficult-to-fill positions.
  • Ensure hiring practices comply with County policies and applicable employment laws and regulations.
  • Manage the County’s applicant tracking system and related recruitment contracts and processes.
  • Lead recruitment outreach, career fairs, advertising, and employer branding efforts.
  • Train and coach hiring managers on interviewing, selection, and recruitment best practices.
  • Maintain vacancy management, hiring activity, recruitment data, and authorized staffing levels.
  • Identify opportunities to improve recruitment processes, efficiency, and the candidate experience.
  • Support HR policies, procedures, special projects, budgets, contracts, and other HR functions as needed.

Requirements

  • Bachelor’s degree required.
  • Five (5) years of related experience.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting required.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certifications preferred.

Qualifications

  • Experience in talent acquisition, team leadership, employment compliance, process improvement, and building effective partnerships with hiring managers and organizational leadership.

Skills

  • Strategic thinking and execution.
  • Strong communication and interpersonal skills.
  • Ability to manage multiple tasks and priorities.
  • Knowledge of employment laws and regulations.
  • Experience with applicant tracking systems.

Salary offers above the minimum pay grade may be considered based on qualifications.

Schedule

Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
