About the Role

Loudoun County Government’s Department of Human Resources (DHR) is seeking a Human Resources Division Manager to oversee the County’s Risk and Leave Management program. This position serves as the subject-matter expert for risk management and leave administration, making daily operational decisions and continuously improving workers’ compensation, risk management, disability plans, and leave management. The HR Division Manager reports to the Assistant Human Resources Director and supervises staff.

Responsibilities

  • Serve as contract administrator for vendor contracts covering workers’ compensation claims, Occupational Health, FMLA leave, liability insurance, and disability administration and insurance.
  • Recommend, draft, and implement policies and procedures for assigned program areas.
  • Supervise staff performance and plan the work of the team assigned to workers’ compensation, risk, and leave management programs.
  • Prepare Board items with supporting data and documents.
  • Review, audit, and analyze data for legal compliance.
  • Exhibit effective written and verbal communication with employees, HR representatives, County leadership, and vendors.
  • Advise management on HR policies, procedures, strategies, programs, and initiatives related to risk and leave management using knowledge of applicable laws and best practices.
  • Consult and assist County departments and leaders on HR services and practices.
  • Develop and maintain effective relationships with County stakeholders.
  • Perform other related duties as required and assigned.

Requirements

  • Master’s degree in human resources or a related field.
  • Four years of directly related, progressively responsible work experience, including three years in a supervisory or management role, preferably in a government setting; or an equivalent combination of education and experience.
  • Public sector experience; knowledge of Human Resources Information Systems (HRIS) and payroll processes; Microsoft Office experience.
  • General knowledge of workers’ compensation, the Family and Medical Leave Act (FMLA), and other applicable federal, state, and local employment laws.

Preferred: Associate in Risk Management (ARM) or Certified Workers’ Compensation Professional (CWCP) certifications.

Schedule

This exempt position may require work beyond the normal workweek, including nights and weekends for meetings. Some travel may be required. Successful candidates may be eligible to telework up to two days per week.
