HOUSING-ZONING CODE INSPECTOR I

About the role

This position conducts inspections of lodging houses, residences, and other structures to ensure compliance with Housing and Zoning Codes, issue citations, recommend corrective actions, and maintain inspection records and reports.

Responsibilities

  • Conduct site inspections of single- and two-family residential properties, as well as agricultural and country-zoned properties, to determine compliance with Housing and Zoning Codes.
  • Investigate potential housing and zoning violations through site inspections, interviews, research, and review of departmental records.
  • Recommend appropriate corrective actions and prepare Notices of Violation and other enforcement documents when violations are confirmed.
  • Gather evidence and documentation to support enforcement actions and legal proceedings.
  • Inspect sidewalks, vacant lots, and related property conditions, and issue notices, work orders, or referrals as appropriate.
  • Perform other related duties as needed.

Special Working Conditions

Drive to various inspection sites to perform inspections and related duties.

Minimum Qualifications

  • At time of application, must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
  • Equivalent to graduation from high school; responsible work experience may substitute for education.
  • Two (2) years of experience in inspectional or investigatory work or interpreting and/or applying the Building Code and related ordinances.

Requirements

  • Ability to understand and apply Housing and Zoning Codes and ordinances of the City and County of Honolulu.
  • Skill in inspection and investigation methods and techniques.
  • Knowledge of legal procedures for enforcing housing and zoning codes.
  • Ability to prepare clear and concise reports and documentation.
  • Skill in inspecting buildings, structures, and sites for compliance.
  • Ability to identify hazards and recommend corrective actions.
  • Effective communication with the public and stakeholders.

License Requirement

Possession of a valid driver's license (Type 3/automobile), prior to appointment.
