Housing Rehabilitation Technician II

This position is a grant-funded overage role ending on March 24, 2028, supporting the City of Fort Worth’s Community Development Block Grant-Disaster Recovery (CDBG-DR) Program. The role focuses on providing substantial and non-substantial home repairs and rehabilitations for low-income homeowner households, contributing to the preservation of affordable housing and helping residents remain in their homes.

About the role

The Housing Rehab Tech II will conduct home inspections, develop work write-ups, assess environmental reviews, communicate with contractors, and ensure work meets quality standards. This position requires the use of computers/tablets and software both in the office and in the field.

Responsibilities

• Handles calls from contractors and applicants, responding to questions and complaints, and assists applicants with completing necessary forms.
• Assists in surveying and inspecting dwelling units.
• Recognizes health and safety deficiencies in utility systems, structural systems, exterior housing units, and other violations of the Minimum Building Standards Code and Energy Codes.
• Writes clear and concise work specifications for home repair.
• Calculates rehabilitation cost estimates.
• Reviews all components of the estimation and bid process, participates in verifying contractor bids align with allocated funds, and ensures no unapproved changes are made.
• Frequently communicates with program contractors to coordinate construction activities, resolve field issues, clarify scope requirements, monitor project progress, and ensure compliance with building codes, program guidelines, and contract requirements.
• Monitors rehabilitation work in progress.
• Communicates with applicants regarding repairs to be made and warranties.
• Assists in performing final inspections, identifies additional items to be replaced or repaired, and determines payment dates.
• Prepares and maintains housing rehabilitation inspection reports.
• Demonstrates great customer service skills.
• Communicates with program staff to ensure consistency with program policies, rehabilitation standards, project documentation, customer communications, and compliance requirements throughout all phases of project delivery.

Requirements

• Associate’s Degree from an accredited college or university in business administration, accounting, social services, or related fields.
• Two (2) years of increasingly responsible experience in residential construction, rehabilitation, housing programs and inspections, code enforcement, or other closely related fields.
• Valid Texas Driver’s License.

Preferred Qualifications

• Experience working with computer-based software applications.
• Experience providing customer service to program applicants.
• Experience in residential energy efficiency.
• Experience working with grant-funded programs.
• Knowledge of CDBG-DR requirements.
• Thorough knowledge of residential construction principles, building systems, local building codes, and rehabilitation practices sufficient to inspect homes, identify deficiencies, develop scopes of work, and monitor construction quality.
• Ability to read and interpret construction plans, specifications, cost estimates, and contractor proposals.

Skills

Working Conditions

Depending on assignment, this role may require:

• Physical activities such as touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking, repetitive motions, climbing, balancing, pushing, pulling, and lifting.
• Exposure to moving mechanical parts, odors, dusts, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, intense noises, gases, and workspace restrictions.

Physical Demand: Medium work – exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Pay

$26.57 - $33.21 per hour.

Schedule

Monday – Friday, 8 am – 5 pm. Some evening and weekend work may be required.
