The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and revitalize the community through housing and neighborhood investment. The department provides loans for affordable housing development and manages a portfolio of over 17,000 housing units valued at more than $700 million. Over the next five years, the City Council aims to create 25,000 housing units, with 10,000 designated as affordable.
About the Role
The Housing Department is seeking to fill two full-time Development Officer positions in the residential development division. The salary range for this classification is $118,460.16 - $144,318.72, including an approximate 5% ongoing non-pensionable compensation. Actual salary will be determined by the candidate’s qualifications and experience.
Housing Project Manager
The Housing Project Manager will oversee the financing, underwriting, and implementation of housing developments, including new construction and preservation projects. Responsibilities include evaluating project feasibility, structuring financing recommendations, negotiating loan and regulatory agreements, and advancing the City's affordable housing policy objectives. The role involves collaboration with developers, lenders, public agencies, and community partners.
- Manage housing programs or projects, including determining scope, developing strategies, coordinating resources, providing technical assistance, managing budgets, negotiating contracts, and leading outreach activities.
- Underwrite loans for affordable rental housing with tax credit and/or tax-exempt bond financing, focusing on feasibility and alignment with the City’s policy objectives.
- Review financial statements and proformas for feasibility.
- Oversee administration of the City’s Inclusionary Housing Ordinance and Incentive Programs.
- Manage support staff.
The ideal candidate will have extensive experience in banking, lending, or real estate development, with a strong background in underwriting, loan servicing, and regulatory compliance. Asset Management Portfolio Manager
The Asset Management Portfolio Manager will oversee the long-term financial performance, regulatory compliance, and asset strategy of the City’s affordable housing portfolio, which includes over 200 multifamily developments and 22,000 affordable units. Responsibilities include ensuring compliance with financing agreements, protecting the City’s financial interests, and maintaining the viability of affordable housing developments.
- Monitor financial performance by reviewing annual budgets, audited statements, reserve balances, cash flow analyses, and loan servicing activities.
- Administer and enforce financing agreements, regulatory agreements, affordability restrictions, and loan documents.
- Oversee regulatory compliance, including tenant income certifications, rent schedules, management plans, and physical inspection reports.
- Conduct project risk assessments and portfolio analyses to evaluate financial and operational health.
- Develop asset management strategies and prepare reports for executive management and the City Council.
- Manage housing programs, including policy development, coordination with stakeholders, and implementation of departmental initiatives.
The ideal candidate will have extensive experience in affordable housing finance, real estate asset management, or commercial real estate, with strong analytical, financial, and regulatory compliance skills. Alignment with the City’s values is essential.
Requirements
- Bachelor’s Degree from an accredited college or university in Planning, Housing, Geography, Economics, Business Administration, Public Administration, Political Science, Sociology, or a related field.
- Four years of increasingly responsible work experience, including one year at a level comparable to a Development Specialist with the City of San José.
- Additional related experience may substitute for education on a year-for-year basis.
- Possession of a valid State of California driver’s license may be required for some assignments.
