HOUSING AND COMMUNITY DEVELOPMENT REPRESENTATIVE II
Under Government Code 14200, this position is a hybrid, in-office/telework role. The incumbent may be required to report to the office or any designated location at any time. Telework agreements can be modified or canceled at any time, and all commute expenses will be the responsibility of the selected candidate. Candidates must be residents of the State of California at the time of appointment and must have lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.
About the Role
The Housing and Community Development Representative II (HCDR II) is responsible for the day-to-day administration and asset management of the Department of Developmental Services’ (Department) Community Placement Plan (CPP)/Community Resource Development Plan (CRDP) single-family and multifamily housing projects, as well as the Department of Developmental Services-Rental (DDS-R) and Department of Developmental Services-Affordable Housing (DDS-AH) programs. The role involves analyzing complex and sensitive assignments related to the Department’s housing programs designed for individuals with intellectual and developmental disabilities (IDD). The incumbent independently performs a wide range of housing, economic, and community development functions, providing recommendations to Community Development Division (CDD) management on program compliance, policy implementation, and program improvements.
Effective July 1, 2025, State employees are subject to a 3% salary reduction in exchange for five hours per month of Personal Leave.
Responsibilities
- Administer and manage the Department’s single-family and multifamily housing projects under the CPP/CRDP, DDS-R, and DDS-AH programs.
- Assess the long-term viability and programmatic compliance of housing projects in an active portfolio.
- Review and approve real estate budgets, housing loan documents, title reports, due diligence inspections and reports, operating reserves, replacement reserves, housing insurance, and other housing-related documents.
- Analyze complex housing, economic, and community development issues related to the Department’s housing initiatives for individuals with IDD.
- Provide recommendations to CDD management on program compliance, policy implementation, and program improvements.
- Collaborate with personnel in the field and onsite to coordinate and develop housing and supports for individuals with IDD.

Qualifications
Knowledge of:
- Computer programs (Outlook, MS Word, MS Excel, PowerPoint, Adobe, OneNote).
- General problems and planning principles in the development of affordable housing.
- Legal housing documentation used in affordable housing development.
- Trends in affordable housing and the developmental disability service system.
- Principles and practices related to public administration, budgetary preparation, and control.
- Affordable housing and economic development trends.
- General underwriting and closing of real estate transactions.
- Housing development, economic and community development functions, including pre-development, acquisition, renovation, construction, and funding mechanisms.
- Federal and State laws and regulations pertinent to the financing and development of low- and moderate-income housing.
Ability to:
- Utilize analytical, program software, and policy techniques to resolve complex housing issues.
- Establish and maintain project priorities.
- Analyze situations accurately and take effective, decisive action.
- Develop, collaborate, and maintain harmonious relationships with field personnel and onsite staff related to housing coordination and development for individuals with IDD.
Department Information
The California Department of Developmental Services (Department) provides services and supports to individuals with developmental disabilities, including intellectual disability, cerebral palsy, epilepsy, autism, and related conditions. Services are delivered through state-operated developmental centers, community facilities, and contracts with 21 nonprofit regional centers. Pay
$6,330.00 - $7,929.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
