In a first-of-its-kind collaboration in the Deep South, Hope Enterprise Corporation released a new strategy guide demonstrating how Community Development Financial Institutions (CDFIs) and Historically Black Colleges and Universities (HBCUs) partnered to address conditions tied to persistent and concentrated poverty in both rural and urban areas.

Duvall Decker contributed campus and community research, planning, and engagement to support the initiative, aiming to cultivate a "third economy" that fosters vibrant communities and economic mobility for those in need.
