HOMELAND SECURITY PLANNER - CRITICAL INFRASTRUCTURE (STAFF ANALYST) - GRANT FUNDED

About the role
The City of Houston Office of Public Safety and Homeland Security manages federal homeland security grants for the Greater Houston region and leads homeland security preparedness projects. The Homeland Security Grants Program Division coordinates regional initiatives in Brazoria, Fort Bend, Galveston, Harris, and Montgomery counties, including planning, community preparedness, and grant-funded programs.
This position serves as the administrator of a web-based critical infrastructure catalog used by jurisdictions, agencies, and private-sector partners. The role involves system management, user training, and support for critical infrastructure protection programs. A federal SECRET security clearance is required and must be maintained throughout employment.
Responsibilities
- Manage a web-based system for cataloging critical infrastructure information and related data in the Greater Houston region.
- Coordinate with regional government agencies and private-sector partners to identify, prioritize, and assess critical infrastructure assets.
- Identify opportunities for integrating existing and future technologies related to critical infrastructure data.
- Provide training on the critical infrastructure catalog and other program elements.
- Design data collection and research strategies, implement processes, analyze collected information, and create reports and presentations.
- Interface with vendors to expand user adoption, refine the system, and integrate with other technologies.
- Coordinate regional special events data with stakeholders and the Department of Homeland Security (DHS) Special Events Working Group.
- Serve as the liaison for the Risk Management & Critical Infrastructure Committee under the Houston Urban Area Security Initiative.
- Perform additional duties related to regional homeland security programs, including risk and vulnerability assessments for terrorism.
- Provide surge support to the Houston Office of Emergency Management during disasters, emergencies, or planned events when the Emergency Operations Center (EOC) is activated.
Working Conditions
- Generally physically comfortable with discretion over walking and standing; driving is an essential function.
- Travel required within Houston and surrounding counties; occasional travel outside the region or state.
- May require long hours during emergencies or stressful situations.
- Tier II position; may be assigned to the Houston Emergency Operations Center (EOC) during large disasters, involving nights, weekends, holidays, extended hours, or fieldwork.
Requirements
- Bachelor’s degree in Business Administration, Public Administration, or a related field. Graduate degrees may substitute for experience on a year-for-year basis.
- Three years of professional administrative, financial, or analytical experience. Relevant experience may substitute for education on a year-for-year basis.
- Valid Texas Driver’s License and compliance with City of Houston driving policy (Administrative Policy 2-2).
- Must obtain and maintain a federal SECRET security clearance.
Preferred Qualifications
- Experience managing web-based software applications or developing critical infrastructure protection programs.
- Training or certification in infrastructure resiliency or vulnerability assessments.
- Understanding of critical infrastructure sector dependencies and interdependencies.
- Experience in emergency management, public health preparedness, data science, or related fields.
- Excellent written and oral communication skills.
- Ability to work independently, manage multiple projects, and demonstrate analytical and critical thinking.
- Completion or willingness to complete FEMA courses within 90 days of employment:
- IS-100 (ICS 100), IS-200 (ICS 200), IS-235 (Emergency Planning), IS-700 (NIMS), IS-800 (National Response Framework), IS-2200 (Basic EOC Functions)
- E/L/G/K 300 (ICS 300), E/L/G/K 400 (ICS 400), E/L/G/K 2300 (Intermediate EOC Functions)
- Preference given to eligible veteran applicants.
Pay
Pay Grade: 26. Salary is determined by candidate qualifications and pay rates of other employees in this classification.
