About the role

The City of Houston Office of Public Safety and Homeland Security is responsible for managing federal homeland security grants for the Greater Houston region, as well as leading and supporting homeland security preparedness projects and activities. The Homeland Security Grants Programs division is seeking to hire grant-funded positions to support the Regional Crisis Information System (WebEOC). This position will lead homeland security planning and public safety activities, support regional preparedness programs, and manage grant-funded initiatives for the City of Houston and surrounding counties.

Responsibilities

The Crisis Information System (WebEOC) Coordinator will maintain and build technological capabilities in WebEOC, troubleshoot system issues, and escalate difficult issues to the vendor. Specific duties include:

  • Implementing and maintaining the greater Houston region’s crisis information system (WebEOC) in coordination with the Crisis Information System Programmer
  • Troubleshooting and resolving system issues with users and escalating difficult issues to the vendor
  • Developing and maintaining technology policies, procedures, and plans
  • Reporting on new WebEOC system functions and changes to users and stakeholders
  • Maintaining a network of trained sub-administrators and serving as a first line for WebEOC support and training
  • Participating in a rotating on-call duty officer to ensure 24/7 system support
  • Maintaining relevant pages on the Houston UASI website and participating in regional technology workgroups

Requirements

The minimum requirements for this position include:

  • A bachelor’s degree in Business Administration, Public Administration, or a related field
  • Three years of professional administrative, financial, or analytical experience related to the type of work being performed
  • A valid Texas Driver's License and compliance with the City of Houston policy on driving

Qualifications

If selected, the candidate must have completed or be willing to complete the following FEMA courses within 90 days of employment:

  • IS-100 (ICS 100)
  • IS-200 (ICS 200)
  • IS-235 (Emergency Planning)
  • IS-700 (NIMS)
  • IS-800 (National Response Framework)
  • IS-2200 (Basic EOC Functions)
  • E/L/G/K 300 (ICS 300)
  • E/L/G/K 400 (ICS 400)
  • E/L/G/K 2300 (Intermediate EOC Functions)

Working Conditions

This position is generally physically comfortable, but may require driving, travel, and working long hours during stressful emergency situations. The selected candidate may be assigned to the Houston Emergency Operations Center (EOC) during large disasters and may be required to work nights, weekends, and holidays.

Pay

The pay grade for this position is 26. The salary offered will be determined based on the candidate’s qualifications and the pay rates of other employees in this classification.
