Highway Maintenance Worker IV: Crew Foreman (61033392, 61035932)

Responsibilities

• Plan and implement the daily work schedule for crew.
• Determine equipment, materials, and labor needed to complete daily work.
• Communicate and coordinate with law enforcement for traffic control operations to ensure a safe work zone.
• Supervise and ensure a safe work zone for maintenance crew, including flagging operations, safety equipment use, vehicle safety, and handling hazardous materials and waste.
• Plan, coordinate, and supervise skilled and semi-skilled maintenance workers performing high/low shoulder repairs, cleaning and grading of ditches, and cleaning of sideline pipe.
• Complete daily, weekly, and monthly reports and submit them by the due date.
• Input work accomplishments and employee work hours in the Highway Maintenance Management System (HMMS).
• Maintain daily records of work performed and materials used.
• Submit vehicle inspection reports on a daily basis.
• Supervise and coordinate a crew during emergencies outside normal working hours (including nights and weekends) due to inclement weather, vehicular accidents, spills, and other emergency situations.
• Be available 24 hours a day when the crew is in an "on-call" status.
• Consistently meet the goals and objectives of the County Business Plan and other established goals.
• Operate heavy equipment (backhoe, excavator, front-end loader, etc.) as a working supervisor in the absence of regular operators.
• Train and instruct personnel in the operation and maintenance of heavy equipment and proper construction practices.
• Recommend personnel actions including promotions, transfers, and disciplinary measures.
• Coach, counsel, and train employees.
• Establish and monitor work processes.
• Implement management policies and initiatives.
• Promote teamwork within the organization.
• Rate employees yearly according to the Employee Performance Management System (EPMS).
• Investigate, review, evaluate, and resolve complaints from citizens as well as requests from supervisors regarding maintenance activities.
• Contact citizens by phone when needed.
• Assist in assessing work requests.
• Coordinate manpower, materials, and equipment with other foremen to support the proposed schedule and ensure timely task completion.
• Perform other related duties as assigned.

Requirements

• Three and one-half (3.5) years of related work experience; or an approved acceptable equivalence.
• Valid motor vehicle operator’s license is required.
• Attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.

Physical Requirements

The physical demands for the essential functions of this position involve:

• Bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping, and physically manipulating objects of varying size, shape, weight, and material.
• Ability to lift up to 50 lbs.
• Walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards.
• Potential requirement to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
• Frequent exposure to the outside environment in all weather conditions, noise, and oil or grease on a daily basis.
