Highway Maint Tech I or II

About the role

Performs routine transportation operations or maintenance support work such as roadway maintenance and repair; light and heavy equipment operation; preventive and minor maintenance on equipment; traffic control; and assisting the public during emergency situations. Work requires contact with private entities and follows standard practices that do not require frequent supervision of details.

Responsibilities

Transportation Maintenance Tech I

• Assists in identifying, repairing, and installing signs, delineators, mailbox supports, and posts; performs basic welding as needed; uses/moves equipment, tools, materials, and products related to these activities.
• Assists local law enforcement officials at accident sites and stranded motorists as required.
• Assists with traffic control; places and gathers cones, warning signs, and barricades; flags traffic.
• Determines placement of traffic control devices and installs/moves devices.
• Inspects barricades to ensure compliance with standards.
• Maintains highways and rights-of-way; performs roadway repairs; erects and repairs guard rails, highway markers, and signs; hauls materials and equipment to job sites.
• Maintains picnic and rest areas, rights-of-way, maintenance yards, and comfort stations.
• Moves/picks up litter and roadway debris.
• Mows rights-of-way and picnic/rest areas; performs plant and landscape maintenance including trimming trees and brush.
• Operates light equipment such as front-end loader (one and a quarter cubic yard or less), pneumatic roller, rotary broom, spreader box, backhoe, street sweeper, and mower.
• Performs preventive maintenance inspections (PMI), routine servicing, and minor repairs on equipment; completes required reports including timekeeping, equipment forms, inventory, accident forms, and PMI.
• Assists during emergency situations such as floods, tornadoes, hurricanes, snowstorms, accidents, and hazardous material spills by sanding/cleaning bridges and roads, posting warning signs, and helping the public.
• Assists with inspecting maintenance contract construction methods and workmanship to ensure compliance with plans and specifications.
• Performs other job responsibilities as assigned.

Transportation Maintenance Tech II (additional duties)

• Serves as the only maintenance contract inspector on small projects.
• Assists in inspecting traffic control devices and their placement at construction project sites for compliance with specifications, safety laws, rules, regulations, and the Texas Manual on Uniform Traffic Control Devices.
• Maintains construction project records and/or bridge inspection records; processes related paperwork; reviews files for compliance with the bridge inspection Manual of Procedures.
• Performs skilled roadway repairs; erects and repairs guard rails, highway markers, and signs; hauls materials and equipment to job sites.
• Operates heavy equipment such as front-end loader (one and a half cubic yard or more), tractor-trailer haul truck, large dragline, shovel, paint striper, and dump truck.
• Identifies, repairs, and installs signs, delineators, mailbox supports, and posts; performs welding; uses/moves equipment, tools, materials, and products.
• Inspects routine maintenance contract construction methods and workmanship for compliance with plans and specifications.
• Identifies, analyzes, and implements solutions for complex maintenance problems.
• Inspects materials, equipment, and production procedures to ensure compliance with Department specifications.
• Works on a survey crew; operates survey instruments such as theodolite, transit, level, electronic distance meter, and total survey station.
• Performs other job responsibilities as assigned.

Requirements

Education: No formal education required.

Experience:

• Transportation Maintenance Tech I: No experience required.
• Transportation Maintenance Tech II: 1 year of experience in transportation engineering support, roadway maintenance, construction inspection, heavy equipment operation, or related work. Experience can be satisfied by full-time or prorated part-time equivalent. Related technical training or education from an accredited institution may substitute for experience on a year-per-year basis.

Licenses and Certifications:

• Valid driver’s license at the time of application.
• Must obtain a Commercial Class "A" Driver's License with an "N" Endorsement or a CDL "A” License within 180 calendar days from the date of employment.
• US Military CDL equivalent candidates must successfully obtain Texas Class “A” CDL within 180 days of employment (Military Skills Test Waiver).

Preferred Qualifications

• Commercial Driver’s License (CDL).

Competencies:

Transportation Maintenance Tech I

• Some knowledge of methods, procedures, equipment, and materials used in transportation engineering construction and maintenance work.
• Some knowledge of applicable inspection methods, procedures, and techniques; materials used in highway/bridge construction and maintenance; the Texas Manual on Uniform Traffic Control Devices; maintenance concepts, methods, policies, and requirements; and applicable industry safety standards, guidelines, and specification codes.
• Some skill in using computers and applicable programs, applications, and systems; using hand and power tools, equipment, and mechanical devices of the trade; and operating light and heavy highway equipment.
• Ability to maintain a safe working relationship and follow verbal and written instructions.

Transportation Maintenance Tech II (additional competencies)

• Considerable knowledge of applicable inspection methods, procedures, and techniques; basic vehicle mechanics, maintenance, and repair procedures; and applicable industry safety standards, guidelines, and specification codes.
• Proficient skill in coordinating labor, materials, and equipment; prioritizing and organizing work assignments; and using computers and applicable programs, applications, and systems.

Physical Requirements and Working Conditions

• Required to wear protective gear, including respirator, hard hat, steel-toed boots, and other equipment or devices.
• Subject to extreme cold and heat (below 32°F and/or above 100°F for more than one hour).
• Subject to noise and vibration.
• Subject to hazards including moving vehicles/mechanical parts, high places/heat, or chemicals.
• Subject to atmospheric conditions such as fumes, odors, dusts, mists, gases, and poor ventilation.
• Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.
• Climbing: Ascending/descending ladders, stairs, scaffoldings, ramps, etc.
• Balancing: Walking, standing, crouching on various surfaces without falling.
• Stooping: Bending body downward and forward by bending spine at the waist.
• Kneeling: Bending legs at the knee to come to rest on knee(s).
• Reaching: Extending hand(s) and arm(s) in any direction.
• Hearing: Perceive sound at normal speaking levels; receive information by oral communication.
• Visual Acuity: Operate motor vehicles and/or heavy equipment; determine work quality/make general observations of facilities/structures.

Conditions of Employment:

• Must pass a pre-employment physical and drug test (this is a safety impact position subject to random drug testing).
• Must be able to report for duty within 45 minutes of notification on a 24-hour basis to respond to emergency situations.
• Note: The Department of Transportation’s Drug and Alcohol Testing Regulation (49 CFR Part 40) does not authorize “medical marijuana” as a valid medical explanation for a positive drug test result.

Pay

• Transportation Maintenance Tech I: $44,000 - $61,130 yearly.
• Transportation Maintenance Tech II: $44,000 - $64,469 yearly.

Qualification and experience will determine the applicant's position and pay. The Texas Department of Transportation reserves the right to determine the level of position based on the applicant’s work experience, education, skill level, and business needs.
