About the position

This position oversees the Commonwealth Secondary School Diploma (CSSD) program in Pennsylvania, including high school equivalency (HSE) testing and the 30 college credit option. The role manages the high school equivalency section, overseeing CSSD and HSE program activities while ensuring access and compliance, and remaining current with national trends and activities related to HSE.

Responsibilities

  • Program Oversight: Ensure all section work follows PA laws and regulations governing HSE activities
  • Technical Guidance: Serve as the primary point of contact for Pennsylvania HSE for the public, HSE test vendors, HSE credentialing vendors, and other stakeholders; work with staff to handle all correspondence and inquiries efficiently
  • Eligibility Review: Evaluate transcripts, review age waivers, residency, and other documentation to make appropriate qualification determinations
  • Vendor Coordination: Work with testing and credentialing vendors to support test center operations, identify and investigate irregularities, and recruit and approve new testing centers
  • Policy Updates: Assist in the review of existing policies and procedures to propose revisions that improve clarity and effectiveness
  • Public Advocacy: Create campaigns that encourage people to earn CSSD/HSE; present information on PA's HSE program and resources at meetings and conferences

Qualifications

  • Four years of professional experience in the field of adult basic or literacy education, including one year in an administrative capacity; and a bachelor's degree; or
  • Any equivalent combination of experience and training which includes one year of administrative experience in adult basic or literacy education
  • You must meet the PA residency requirement
  • You must be able to perform essential job functions

Work Schedule

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch
  • Telework: You may have the opportunity to work from home (telework) part-time, up to four days per week. This position currently works in the office every Wednesday. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
