Responsibilities
- Compile full base estimates for public works, heavy civil, earthwork, and utility projects for final review, pricing strategy, and sign-off by the Chief Estimator.
- Build detailed, crew-based cost models in HCSS HeavyBid, factoring in production rates, labor crews, equipment, material quotes, and subcontractor pricing.
- Perform complete digital quantity takeoffs from drawings, specifications, cross-sections, and geotechnical reports.
- Solicit, organize, and scope vendor and subcontractor quotes to ensure full coverage without gaps or overlaps.
- Assist the Chief Estimator during bid-day closings with final sub scope comparisons and quote adjustments.
- Develop draft baseline construction logic and Critical Path Method (CPM) schedules in Primavera P6 to support bid feasibility and strategy.
- Review bid documents, special provisions, addenda, and agency specifications (DOT, municipal, port) to flag potential constructability risks, site constraints, or value engineering options for the Chief Estimator.
- Conduct site visits and attend pre-bid meetings to assess existing field conditions, haul routes, and utility conflicts.
- Prepare organized bid hand-off packages to assist project managers and field superintendents upon contract award.
Requirements
- 10 to 20 years of hands-on experience estimating heavy civil, public works, earthwork, underground utilities, or roadway projects.
- Bachelor's Degree in Civil Engineering, Construction Management, or equivalent combination of field and estimating experience.
- Strong existing relationships with regional subcontractors and material suppliers.
- Ability to work collaboratively within an estimating department and communicate effectively with field operations.
Skills
- Core Software Proficiency:
- HCSS HeavyBid: Working knowledge and ability to build complete estimates, crew structures, and cost assemblies.
- Primavera P6: Ability to develop baseline CPM schedules and logic networks.
- Public Works Knowledge: Solid understanding of public bidding procedures, prevailing wage standards, agency specs, and formal bidding workflows.
- Takeoff Tools: Proficiency with 3D/digital takeoff tools (e.g., AGTEK, Bluebeam Revu, or PlanSwift).
- Technical Skills: Strong understanding of earthwork operations, heavy equipment production rates, site logistics, and civil construction sequencing.
