About the role

The South Carolina Department of Public Health (DPH) is seeking a Health Services Branch Director to lead the Health Promotion Services (HPS) branch. This position reports to the Agency's Deputy Director of Health Promotion and Services & Chief Medical Officer.

Responsibilities

  • Actively participates in core HPS team meetings.
  • Works with staff to identify opportunities for quality improvement initiatives and implements proactive and innovative solutions to challenges.
  • Contributes to the HPS and Agency’s strategic plan development, implementation, and evaluation processes.
  • Promotes collaboration across the Agency and HPS to promote effective use of resources and maximize health outcomes.
  • Has fiscal knowledge of the budgets for the bureaus within the Health Services Branch and participates in financial planning processes.
  • Ensures funding and resources are used in adherence with requirements and goals.
  • Participates and represents HPS and the Agency on internal and external committees and work groups.
  • Provides guidance and support to the Bureaus of Clinical Services, Community Nutrition Services, Electronic Health Record, and HPS Coordination.
  • Schedules and conducts routine and as needed meetings (in-person and virtual) with direct reports.
  • Supports staff and addresses personnel issues in a timely manner; performs required employee performance reviews.
  • Approves all HR/salary actions in a timely manner and provides initial guidance to managers within the Branch on HR matters.
  • Works with staff and HR in the recruitment of hard to fill positions.
  • Identifies staff training needs and seeks opportunities to address needs.
  • Encourages and promotes professional growth opportunities for staff.
  • Promotes and supports opportunities within Health Services Branch for student and trainee experiences and education.
  • Coaches and mentors staff as appropriate.
  • Performs fundamental supervisory and leadership functions in accordance with agency policies and procedures, best practices and Federal and State rules and regulations, especially regarding Equal Employment Opportunity Commission (EEOC) standards.
  • Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives.
  • Promotes workforce engagement and a safe, professional, and productive work environment for all employees.

Requirements

  • A bachelor's degree and relevant program management experience.
  • A master's degree or higher and five (5) or more years of experience in leadership or administration, including executive or senior level management experience.
  • A clean and valid drivers license.

Qualifications

  • Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the SCDPH Chief Human Resources Officer, or their delegate.
