Health, Safety & Environmental Manager - SDCA
Authorities / Responsibilities
Affords and coordinates functions of a comprehensive on-site Injury & Illness Prevention Program (I2P2) to include incipient fire protection and control, hazardous materials and waste management both on project sites and in local satellite offices.
Oversees investigates all local site accidents/injuries; coordinates Sr. Manager HSE and Occupation nurse regarding the processing of Longshore Harbor Workers (LSHW) Compensation claims, log recordability.
Ensures compliance with Corporate, State, and Federal regulations and guidelines regarding to occupational safety & health.
Oversees at a local level development, recommend and implement general accident preventive programs to include specific protective procedures and devices.
Performs safety survey audits side by side with subordinates to identify and evaluate occupational health and safety.
Oversees crew and fire watch schedules and carry out periodic safety inspections to identify environmental and occupational hazards.
Conducts and coordinates on-site inspections with client to audit physical conditions and safe work practices.
Aid in the development of control systems for identified hazards.
Provide advice and counsel to CA production management team concerning all corporate, city, state, and federal compliance regulations.
Measure and evaluate the effectiveness of the hazard control system, policies, and procedures and recommend changes that reflect improved opportunities to eliminate work place accidents and injuries.
Direct or assist in the development and or modification of specialized education and training materials.
Aid in the coordination and training for new direct hire and / or contractor employees.
Oversee supervision and coordination of supervisory and other production safety training programs.
Advise management periodically on the status of the safety program and new safety techniques.
Compile, analyze, interpret and report accident, loss, and exposure statistical data as they apply to CA operations.
Aid in the preparation of comprehensive recommendations for corrective action to eliminate or minimize potential hazards.
Review, prepare injury and property damage reports, and evaluate root causality.
Conduct and prepare specialized safety programs to communicate hazard control information (LOTO, Lanyard and Harness, CSE, etc.).
Supervise and coordinate the activities of any subordinate health, safety, fire watch and environmental staff.
Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization.
Monitoring for changes in, and make recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities in your department or subject area.
Assist in compliance risk assessments and risk reporting in accordance with the Company’s risk assessment program.
Developing, providing, and documenting compliance training, as applicable.
Compliance monitoring, surveillance, and auditing efforts, and assist in investigations of suspected compliance violations.
Required Qualifications / Knowledge / Experience
Bachelor of Science degree in a relevant discipline paired with a minimum of 10 years of professional safety experience. Equivalency will be considered for candidates demonstrating 12 or more years of directly related safety management experience in the Shipyard environment.
Must be familiar with Occupational Safety and Health Administration (OSHA), must be competent in filing reports, answering complaints and responding to citation notices issued by these organizations: NAVSEA & OSHA.
Strong communication skills, both verbal and written (training/presentations/report writing).
Ability to lead and direct teams, workgroups or subordinates.
Strong PC skills in Microsoft Office (Word, Excel and PowerPoint, Publisher).
Skilled in the standards, concepts, practices, and procedures within the health, safety and environmental fields.
Ability to work at all levels within and organization and the ability to work in a diverse work group.
Must be able to work with other safety personnel and management staff and to take direction accordingly.
Demonstrated strong interpersonal skills.
Desirable OSHA Outreach training as it relates to Shipyard Industry – Considered a Plus but not necessary to apply for job.
Liaises With
HS&E corporate management, main yard HSE staff, Operations Department, Client, Government organizations, Supply Chain and Vendors.

- Must have a valid drivers license and ability to be placed on company vehicle insurance.

- Absolutely required to utilize personal protective equipment (hard hat, safety glasses, steel-toes shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards.
- Absolutely required to withstand cold and hot temperatures.
- Absolutely required to enter 18” x 36” openings and work in confined spaces for prolonged periods of time.
- Able to respond to verbal and audible sounds/commands.
- Able to utilize adequate visual skills.
- Absolutely required to fully extend the arm while reaching overhead, reaching out, reaching to the side and reaching down.
- Absolutely required to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers.

The noise level in the work environment is usually very loud, + 90 dB.

Compensation
Salary range depends on relevant experience: $108,880.67 - $160,916.57
