Health & Safety Advisor - Operations

About the role

The Health & Safety Advisor will support the development and implementation of HSE programs, ensuring compliance with federal regulations such as the U.S. Coast Guard (USCG 33 CFR 127), Pipeline and Hazardous Materials Safety Administration (PHMSA 49 CFR 193), Occupational Health and Safety Administration (OSHA 29 CFR 1910 and 1917), and National Fire Protection Association (NFPA 59A, 1660, etc.).

Responsibilities

• Assist with the development and implementation of all HSE programs.
• Promote and ensure client’s Life Saving Rules are being followed, understood and discussed.
• Ensure a high degree of visibility during daily activities, providing front-line safety coaching and assistance.
• Lead investigations (root cause analysis) for HSE-related incidents.
• Manage follow-up assessments on near misses, hazard IDs and behavior-based safety reporting system (Intelex) entries.
• Conduct industrial hygiene monitoring activities in alignment with annual sampling strategies and task specific requirements.
• Support emergency preparedness and response efforts onsite.

Qualifications

• Education: Bachelor’s degree in occupational safety and health, industrial hygiene or other relevant discipline, or equivalent combination of relevant education and experience required.
• Required Qualifications: 5+ years of progressive health and facility operational safety experience in the LNG, petrochemical or energy sector. Relevant industry certifications (ASP or GSP). In-depth knowledge of U.S. health and safety regulations applicable to industrial, LNG and/or waterfront facilities. Operational understanding of the natural gas liquefaction process, industrial maintenance activities and waterfront or marine-regulated facility operations and associated HSE risks. Strong interpersonal, verbal and written communication skills with the ability to collaborate, influence, coach and engage all organizational levels. Effective listening skills – creative, adaptive and flexible mindset. Strong analytical and problem-solving skills with the ability to prioritize and execute multiple tasks. Proficient with Microsoft Office 365, Power BI, and safety management systems.
• Preferred Qualifications: Relevant industry certifications (CSP). Health and Safety experience planning and executing energy sector facility commissioning, start-up and/or turn-around activities including the oversight of contractors. Completed FEMA Incident Command Systems (ICS) and National Incident Management System (NIMS) training: ICS-100, 200, 700, 800. Demonstrated experience with regulatory compliance under 33 CFR 127, 49 CFR 193, 29 CFR 1910/1917, and NFPA standards. Prior experience in emergency response or ICS-based incident management teams. Incident investigation experience. Skilled in report writing, data trending, and presenting findings to management and regulatory agencies. Demonstrated ability to work independently in a high-hazard, fast-paced environment while maintaining composure under pressure.

Other Qualifications and Working Conditions

• Transportation Worker Identification Credential (TWIC) – Required or obtainable upon hire.
• Ability to walk long distances on uneven surfaces, climb ladders and stairs (up to 200 ft), work at heights, and in confined spaces.
• Must be able to wear PPE including fall protection, respirators, and fire-resistant clothing.
• Ability to work outdoors in all weather conditions, around process equipment, and in high-noise areas.
• Travel to other companies or regulatory locations for training, audits, or exercises may be required.
