Job Description and Duties

The Health Program Specialist I (HPS I) supports CDPH by developing, analyzing, and maintaining public health and medical emergency response plans. Key responsibilities include:

• Leading the development, analysis, and maintenance of public health and medical emergency response plans.
• Providing subject matter expertise and technical assistance to federal, state, local, and internal partners on PHEP, HPP, and Pandemic Influenza initiatives.
• Gathering, evaluating, and applying complex data to strengthen emergency planning efforts and recommending solutions to address gaps in response capabilities.
• Managing multiple projects, coordinating stakeholder workgroups, and ensuring program deliverables and reporting requirements are met.
• Serving on Incident Response Teams and working irregular hours during activations.
• Supporting emergency operations by participating in meetings, training, and site visits with local health jurisdictions and healthcare partners.

Travel of up to 15% is required for these activities. Candidates must pass the examination for this classification to be considered for hire. For those new to state service, they must also meet eligibility requirements and take the examination. The salary range does not reflect recent adjustments due to the Personal Leave Program (PLP) 2025, which results in a 3% base pay reduction in exchange for 5 hours of leave credits through June 2027.
