About the role

The Department of Homeless Services and Housing (HSH) is seeking qualified candidates to fill emergency Health Program Analyst III vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Responsibilities

  • Facilitates collaboration with subject matter experts, researchers, and community leaders to develop and implement system improvements in the youth homeless response system.
  • Serves as liaison to service providers and community stakeholders, facilitating engagement and synthesizing input to inform system improvements.
  • Coordinates with County departments and agencies to align programs, policies, and data systems supporting youth.
  • Supervises and coordinates staff, including training, assigning work, and providing technical guidance.
  • Performs special projects and administrative assignments as needed.

Requirements

  • A Bachelor's Degree from an accredited college or university in a discipline related to the core business function of the department -AND- five (5) years of experience in the analysis of mental health, public health, or homelessness programs, two (2) years of which must have been at the level of Health Program Analyst II.
  • A Master's Degree from an accredited college or university in a discipline related to the core business function of the department may be substituted for one year of the required experience.

Desirable Qualifications

  • Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
  • Experience supporting program development, implementation, or evaluation in youth services.
  • Experience providing coordination, technical assistance, or stakeholder support to community-based organizations or service providers.
