HEALTH PROGRAM ANALYST III / EMERGENCY APPOINTMENT HOMELESSNESS

LA County is responding to the Board of Supervisors’ declaration of a local emergency for homelessness. The Department of Public Health is hiring emergency Health Program Analyst III positions to help address housing, mental health, and substance-use challenges. Under the emergency order, qualified applicants may be hired for an initial 90-day period with the opportunity for permanent County employment based on a 100 % performance assessment.

About the role

This is the senior-/supervisory-level class in the Health Program Analyst Series. Positions typically report to a program administrator or higher and are distinguished by either supervising a team of analysts and support staff in the development, implementation, administration, and evaluation of a large program, or by non-supervisory responsibility for these activities for a small program. Positions may also supervise and participate in work with community and city partners to shape and develop policy toward passage and implementation.

Responsibilities

• Supervise or independently execute the development, implementation, and evaluation of program or sub-program services; formulate or assist with plans, policies, and objectives.
• Supervise and participate in coordinating and facilitating collaborative efforts among public, private, and non-profit groups and community organizations to meet the needs of the target population; provide leadership, technical assistance, advocacy, and coalition-building.
• Review written recommendations from staff regarding budgets, policy issues, pending legislation, regulations, and technical research and position papers.
• Supervise investigations of contracted agency operations; perform investigations of highly sensitive or complex issues and make recommendations to management.
• Supervise and advise staff in the analysis and preparation of grant applications; monitor program-related activities to ensure compliance with grant requirements.
• Review written reports on program activities and progress; develop written program goals and specialty program plans.
• Supervise and participate in the development and administration of contracts with public health program service providers; monitor and evaluate agencies to ensure compliance with contract requirements.
• Conduct meetings with departmental, public, private, and non-profit groups and community organizations to discuss and influence policy issues impacting the assigned program.
• Supervise and participate in the development and implementation of community action plans and policy.
• Supervise program staff and coordinate activities of professional and technical staff implementing program objectives and goals.
• Attend and conduct meetings with department officials, community-based organizations, and the public to resolve issues and influence the program.
• Oversee the evaluation of awareness campaigns; oversee and assist in the design and layout of promotional materials such as flyers, newsletters, pamphlets, posters, and articles.

Requirements

• Option I:
  • A Bachelor’s Degree from an accredited college or university in a discipline related to the core business function of the department (e.g., Public Health, Epidemiology, Environmental Health, Health Sciences, Community Health Education, Public Administration, Business Administration, Behavioral Science, Social Science, or a closely related field).
  • Five years of experience in the analysis of mental health or public health programs, two years of which must have been at the level of Health Program Analyst II.
  • A Master’s Degree in a related field may substitute for one year of the required experience.
• Option II:
  • Seven years of experience performing assignments in mental health or public health program analysis, two years of which must have been at the level of Health Program Analyst II.
• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed.

Qualifications

Expert knowledge of:

• Principles of program administration, organization, and planning.
• Methodologies, concepts, and practices of human services program development, support, and evaluation.
• Ability to collect, evaluate, and synthesize data, draw conclusions, and formulate recommendations for community health programs.
• Interpretation of Federal, State, and County legislative regulations and mandates.
• Establishing and maintaining effective working relationships with staff, community members, and other public and private agencies.
• Communicating effectively both orally and in writing.

Additional Information

• Physical Class II – Light: occasional light lifting (up to 10 pounds) and some bending, stooping, or squatting; considerable ambulation may be involved.
• Foreign degrees must be evaluated for equivalency to United States accredited institutions by an agency recognized by NACES or AICE.
• Official transcripts or a letter from the accredited institution showing the date the degree was awarded, with the Registrar’s signature and school seal, must be attached to the application or emailed to hrexams@ph.lacounty.gov within seven calendar days of submission.
