HEALTH PROGRAM ANALYST II-Office of Diversion and Reentry - Emergency

About the role

The Los Angeles County Department of Health Services (DHS) Office of Diversion and Reentry is seeking qualified candidates to fill emergency Health Program Analyst II vacancies. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

This position involves developing new programs and recommending modifications to existing programs based on needs analysis in accordance with local, State, and/or federal requirements. It also entails coordinating and facilitating collaborative efforts among public, private, and non-profit groups and organizations to meet the needs of the target population, and providing leadership, technical assistance, advocacy, and coalition building on behalf of targeted groups.

Responsibilities

• Develops new programs and/or recommends modifications to existing programs based on needs analysis in accordance with local, State, and/or federal requirements.
• Collaborates with public, private, and non-profit groups and organizations to meet the needs of the target population.
• Coordinates and participates in meetings with departmental, public, private, and non-profit groups and organizations to discuss and influence policy issues impacting the assigned program.
• Plans, implements, administers, and evaluates mental health and public health programs.
• Evaluates the quality and effectiveness of services and operations provided by program staff and/or administered by contracted agencies.
• Investigates aspects of contracted agency operations such as financial capacity to provide services, contract management and compliance, client records, compliance with the service requirements of the contract, and personnel and program management.
• Prepares position papers/recommendations on issues relating to the program area.
• Attends and conducts meetings with department officials, members of community-based organizations, and the public interested in resolving issues and influencing the program.
• Prepares written reports on program activities and on progress toward achieving the overall goals of the program.
• Initiates and/or participates in awareness campaigns that promote the program assigned.
• Works with departmental staff on contract development including selection criteria and preparation of statements of work delineating the number of clients to be served and the nature of services to be delivered.
• Monitors program related activities and services to ensure quality assurance with grant activities.
• Leads a team of analysts or mentors other analysts, as needed.

Requirements

• A Bachelor's Degree from an accredited college or university in Behavioral Sciences, Business Administration, Counseling, Healthcare Administration/Management, Leadership/Organization Development, Public Administration, Public Health, Public Policy, Social Sciences, or Social Work - AND - four (4) years of experience in the analysis of mental health or public health programs, two years of which must have been at the level of Health Program Analyst I.
• A Master's Degree from an accredited college or university in Behavioral Sciences, Business Administration, Counseling, Healthcare Administration/Management, Leadership/Organization Development, Public Administration, Public Health, Public Policy, Social Sciences, or Social Work may be substituted for one (1) year of the required experience.
• Six (6) years of experience performing assignments in mental health or public health program analysis, two years of which must have been at the level of Health Program Analyst I.
• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Special Requirements

• Analysis of mental health or public health program is defined as the study and investigation of issues and problems of a mental health or public health program development, implementation, administration, evaluation and the formation of applicable solutions and recommendations.
• Health Program Analyst I in the County of Los Angeles is defined as one who participates in planning, implementing, administering, and evaluating mental health and public health programs.

Pay

The pay range for this position is determined by the employee's qualifications and experience.

Schedule

The schedule for this position is flexible and may include evenings, nights, weekends, and holidays.
