Health Plan Services Manager

Examinations Appraisal (Weight 100%): Evaluation of training, education, experience, interest, and personal fitness for the work based on any combination of investigation, oral exam, and rating of application. Applicants must attain at least a 70% score on each phase of the examination process. If an oral exam is necessary, it will be weighted 100%.

Minimum Qualifications / Employment Standards

• Bachelor’s Degree from an accredited college or university which provided for acquisition of the required knowledge, skills, and abilities.
• Five (5) years of fiscal or senior administrative experience in a hospital, medical office, or health plan setting. Qualifying experience must include two (2) years as a supervisor/manager.
• Additional years of experience may be substituted for education on a year-for-year basis up to a maximum of two (2) years.
• Qualifying related work experience may include:
  • Health plan administrator
  • Health plan program manager
  • Medical office administration
  • Negotiation of health care provider reimbursement agreements
  • Public relations
  • Labor relations
  • Budget input and monitoring
  • Management and supervision of staff
• Some positions may require possession of a valid California Motor Vehicle Driver’s License.

• Admittance to the examination will require a valid government-issued photograph identification. Applicants unable to present proper identification must make arrangements with the Human Resources Division prior to the test date.
• A background check may be conducted for this classification.
• Following an offer of employment, you may be required to submit to post-offer medical and drug screening tests at County expense.
• This examination will establish an eligible list from which immediate appointment(s) may be made. Other permanent and temporary appointments will be made as needed.
• Successful candidates will remain on the eligible list for a period of twelve months, unless specified otherwise by the Civil Service Commission.
