About the Role

The Health Financial Analyst is responsible for detailed analysis of health care financial reports and healthcare vendor contracts. They also track and maintain health care related financial activities, provide data and reports on health care financials, and calculate and submit accounting entries and reconciliations. The Health Financial Analyst Senior oversees and produces healthcare benefits financial and accounting functions, providing financial data to support health care contract monitoring, procurements, and actuarial projections.

Responsibilities

  • Evaluates complex healthcare vendor contracts to understand key financial components.
  • Evaluates complex healthcare contracts and federal and state law to assess financial impact to healthcare plans.
  • Analyzes healthcare vendor financial reports for financial accuracy and identifies discrepancies.
  • Identifies variances in key metrics and makes informed recommendations.
  • Develops and performs financial analysis and recalculations that validate financial transactions between TRS and its healthcare vendors.
  • Works with vendors and other Health teams on financial recoveries and correcting errors.
  • Provides financial data to support health care contract monitoring, procurements, and actuarial projections.
  • Works with vendors and/or senior staff on financial recoveries and correcting errors.
  • Prepares monthly and annual reconciliations between the general ledger and sub ledgers.
  • Calculates, submits, and tracks monthly and year-end general ledger journal entries.
  • Conducts research to resolve reconciliation discrepancies.
  • Performs complex calculations on healthcare financial transactions and determines accounting treatment.
  • Oversees and/or prepares monthly, quarterly, and annual financial statements with schedules and exhibits, and periodic and special management reports regarding accounting and fiscal activities.
  • Participates on accounting-related committees at an agency level.
  • Creates and maintains dashboards and reports using PowerBI, and other business intelligence tools.
  • Prepares monthly, quarterly, and annual financial statements with schedules and exhibits, and periodic and special management reports regarding accounting and fiscal activities.
  • Prepares departmental budget reports.
  • Performs related work as assigned.

Requirements

  • Bachelor's degree from an accredited college or university in accounting, finance or a closely related field.
  • Four (4) years of full-time directly related, progressively responsible experience in accounting, financial statement preparation, financial analysis, or related experience requiring compilation, reconciliation, and/or analysis of detailed financial information.
  • Six (6) years of full-time directly related, progressively responsible experience in accounting, financial statement preparation, financial analysis, or related experience requiring compilation, reconciliation, analysis of detailed financial information or similarly related experience.
  • Recent experience in accounting, business finance, auditing, or actuarial services.
  • Advanced degree in accounting, finance, or closely related field.
  • CPA or working towards passing CPA examination.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB) statements.
  • Proficient level skills for financial modeling and data analysis.
  • Planning, organizing, and prioritizing work assignments to manage a high-volume workload in a fast-paced and changing environment, and completing detailed work with a high degree of accuracy.
  • Using a computer in a Windows environment with Microsoft Office word processing, spreadsheet, and other business software.
  • Advance proficiency in Excel, specifically with formulas.
  • Effective written and verbal communications, including explaining complex information to others in an understandable manner, and writing clear and precise policies, procedures, and correspondence.
  • Completing detailed work with a high degree of accuracy.
  • Ability to meet frequent and multiple deadlines, manage conflicting priorities and demands, and adapt to changes in schedules and assignments.
  • Think critically, analyze problems, evaluate alternatives, and recommend effective solutions.
  • Establish and maintain harmonious working relationships with co-workers, agency staff, vendors and other external contacts and to work effectively in a professional team environment.

Qualifications

  • High school diploma or equivalent and additional full-time experience in accounting, financial statement preparation, financial analysis, or related experience requiring compilation, reconciliation, and/or analysis of detailed financial information or similarly related experience may be substituted on an equivalent year-for-year basis.
  • A master's degree or doctoral degree in a directly related field may be substituted on an equivalent year-for-year basis.

TRS offers a competitive compensation package, including a salary range for the Health Financial Analyst position ($73,790-$92,237) and the Health Financial Analyst Senior position ($98,214-$122,768).

Schedule

This is a hybrid position in Austin, Texas and will be filled at one of two levels - Health Financial Analyst or Health Financial Analyst Senior. The selected candidate will be offered the position level that most closely matches their education and experience.
