HEALTH CARE FINANCIAL ANALYST / EMERGENCY APPOINTMENT HOMELESSNESS

About the Role
The LA County Board of Supervisors has declared a local state of emergency for homelessness, and the County is expanding its response to address housing, mental health, and substance use. The County of Los Angeles Department of Public Health is seeking qualified candidates for emergency Health Care Financial Analyst vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Performance will be assessed before the end of the initial work period for potential permanent appointment.
Responsibilities
- Analyzes reimbursement requirements for Federal, State, and/or Special Programs to ensure claims conform to applicable rules and maximize revenue collection.
- Prepares Medicare and Medi-Cal cost reports and State-mandated disclosure reports.
- Analyzes costs and develops rates for contractual agreements with County and non-County providers.
- Analyzes preliminary budget requests, conducts comparison studies of previous financial performance, completes cost analysis, revenue forecasts, and reports findings to financial management.
- Develops and monitors annual financial plans and unit budget allocations, tracking performance and preparing summaries of financial activities.
- Develops, monitors, and adjusts billing rates to reflect cost changes and maximize cost recovery.
- Analyzes utilization of billing rates and contract allocations, informing management of issues and recommending corrective actions.
- Analyzes program performance data and conducts studies of accounts, records, and electronic data integrity for program and financial reporting.
- Identifies operational problems, develops solutions, and recommends modifications to automated accounting systems.
- Participates in cost, revenue, and accounting systems studies, reporting findings and implementing approved changes.
- Writes policy and procedure manuals for accounting control, fiscal record-keeping, and audit trails.
- Reviews, analyzes, and drafts replies to audit findings from governmental agencies.
Requirements
- Completion of accounting courses in an accredited college equivalent to 21 semester units or 32 quarter units, including at least two courses in advanced accounting subjects (e.g., governmental accounting, computerized accounting, or auditing).
- One year of professional accounting or responsible staff experience in health care financial operations, such as Medi-Cal service billing, payment, finance, accounting, cost, revenue, expenditure, budget, contracts, or electronic health care claiming processes.
Qualifications
Professional Accounting Experience: Defined as performing difficult and complex non-supervisory accounting assignments for professional development, equivalent to Accountant II or Accountant III in Los Angeles County. Includes preparation, analysis, review, maintenance, reconciliation, and control of financial records, as well as fiscal revenue and expenditure forecasting.
Responsible Staff Experience: Defined as journey-level experience requiring working knowledge of rules, regulations, and guidelines related to the assigned program, equivalent to Administrative Assistant II in Los Angeles County. Includes analyzing and recommending solutions for organizational, budgetary, procedural, programmatic, and personnel issues.
Physical Requirements: Physical Class II – Light: Involves occasional light lifting (up to 10 pounds) and some bending, stooping, or squatting. Considerable ambulation may be required.
