HEALTH CARE FINANCIAL ANALYST / EMERGENCY APPOINTMENTS HOMELESSNESS

This opportunity is part of an emergency recruitment to address LA County’s declared homelessness crisis. The Department of Mental Health is filling Health Care Financial Analyst vacancies under an emergency order. Applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment based on a 100%-weighted performance assessment.

Responsibilities

• Analyze reimbursement requirements for Federal, State, and/or Special Programs to ensure claims conform to applicable rules and maximize revenue collection.
• Prepare Medicare and Medi-Cal cost reports and State-mandated disclosure reports.
• Analyze costs and develop rates for contractual agreements with County and non-County providers.
• Review preliminary budget requests, conduct comparison studies of financial performance, complete cost analyses, forecast revenue, and report findings and recommendations to financial management.
• Develop, monitor, and adjust annual financial plans, unit budget allocations, and billing rates to reflect cost changes and maximize cost recovery.
• Analyze utilization of billing rates and contract allocations, inform management of issues, and recommend corrective actions.
• Conduct studies of accounts, records, and electronic data integrity for program and financial reporting.
• Identify operational problems, propose solutions, and recommend modifications to automated accounting systems to improve responsiveness.
• Participate in cost, revenue, and accounting systems studies; report findings and implement approved changes.
• Write policy and procedure manuals for accounting control, fiscal record-keeping, and audit trails.
• Review, analyze, and draft responses to audit findings from governmental agencies.

Requirements

• Completion of accounting courses in an accredited college equivalent to 21 semester units or 32 quarter units, including at least two courses in advanced accounting subjects such as governmental accounting, computerized accounting, or auditing.
• One year of professional accounting or responsible staff experience in health care financial operations. No out-of-class experience will be accepted.
• Possession of a valid California Class C Driver License or the ability to utilize an alternative method of transportation for job-related essential functions.

Physical Requirements

Physical Class II – Light: Involves administrative and clerical tasks requiring occasional light lifting (up to 10 pounds) and some bending, stooping, or squatting. Considerable ambulation may be involved.
