About the role

The Head of Strategic HR Business Partnerships at the Massachusetts Port Authority (Massport) serves as a trusted strategic advisor to executive leadership. This role leverages workforce analytics, business acumen, and deep HR expertise to shape organizational design, talent strategy, succession planning, and enterprise decision-making. The position leads and develops a high-performing HR Business Partnership function, establishes consistent service delivery models, strengthens consultative capabilities, and drives accountability and alignment across complex, multi-functional environments.

Responsibilities

• Serves as a trusted strategic advisor to executive leadership, leveraging workforce analytics, business acumen, and deep HR expertise to shape organizational design, talent strategy, succession planning, and enterprise decision-making.
• Led and develops a high-performing HR Business Partnership function, establishing consistent service delivery models, strengthening consultative capabilities, and driving accountability and alignment across complex, multi-functional environments.
• Drives enterprise-wide organizational effectiveness and change initiatives, partnering with Centers of Excellence to design scalable talent, leadership, and culture strategies that support transformation, engagement, and workforce readiness.
• Provides strategic oversight of employee relations, risk management, and compliance, partnering with Legal and Labor Relations to ensure fair, consistent outcomes while fostering cross-functional collaboration and advancing organizational integrity and long-term success.

Requirements

• Bachelor’s degree in Human Resources, Business Administration, or a related field; advanced degree preferred, reflecting a strong academic foundation in strategic HR leadership.
• 15+ years of progressive HR experience, including senior leadership roles, with demonstrated success partnering with executive teams to drive organizational strategy, talent initiatives, and large-scale change.
• Proven ability to lead and develop HR Business Partner teams within complex, matrixed environments, including strong expertise in employee relations and experience in unionized settings.
• Strong executive presence and strategic capability, with deep expertise in organizational effectiveness, workforce planning, change management, and data-driven decision-making, combined with sound judgment, discretion, and exceptional communication skills.

• Proven track record of successful HR initiatives and partnerships with executive teams.
• Experience in designing and implementing HR strategies that drive business performance.
• Ability to manage multiple projects simultaneously and meet deadlines.
• Excellent interpersonal and communication skills, with the ability to build and maintain relationships at all levels of the organization.
• Knowledge of labor laws and regulations, and experience working in unionized environments.
