Cape is America’s privacy-first mobile carrier. Our mission is to be a force for good in global wireless. Founded in 2022 by people who believe privacy is a fundamental right, not a luxury to be traded away, Cape addresses a critical vulnerability in modern cellular infrastructure: legacy systems that track movements, monitor connections, and sell personal data. We built America’s most private and secure mobile carrier from the ground up, designing a suite of privacy and security features no other carrier can offer. Today, Cape serves consumers, businesses, and government agencies, having closed our Series C in March 2026. We are scaling rapidly with the goal of giving people back control of their most personal information.

You will work alongside world-class engineers, architects, and visionaries, solving "impossible" problems and delivering mission-critical results for our users every day.

Outcomes: How You’ll Make an Impact

  • Develop a long-term milestone-based government strategy
  • Map key government stakeholders to company needs
  • Forecast political, policy, budgetary, and regulatory changes and volatility
  • Shape new policies beneficial to the company and its customers
  • Form and mature partnerships with third parties in the federal ecosystem
  • Optimize relationships with external advisors, experts, and lobbyists
  • Engage resource sponsors to achieve established strategic endstates
  • Establish, attend, and manage events that cross between industry and government affairs

Requirements

  • Operational Pedigree: Prior experience in fast-paced environments with a background of "ownership" and end-to-end responsibility.
  • External Relationship Development: Ability to network among diverse external stakeholders, build connections, and maintain strong ties.
  • Executive Communication: Clear and concise professional correspondence with awareness of protocol in political and bureaucratic offices.
  • Knowledge of the Legislative Process: Firsthand experience in lobbying, Congressional fellowship, PSM/MLA, or similar roles.
  • Strategic Planning: Ability to establish a multi-year government engagement plan aligning company goals with government cadences.
  • Professional Background: Relevant experience in Political Science, Public Administration, Public Policy, or similar fields.

Bonus Points

  • Firsthand experience as a Professional Staff Member (PSM) inside the federal legislative process.
  • Familiarity with telecommunications, including cellular network architecture.
  • Graduate-level education in Political Science, Public Administration, Public Policy, or similar fields.

Pay

Salary range for this role in Arlington, VA is $250,000–$350,000, depending on experience and interview performance. We offer competitive, geo-adjusted compensation and meaningful equity.
