Pay Details: $200,000 - $280,000 USD

About the role

This executive role is part of the Bank’s second line of defense Operational Risk Management function, specializing in fraud, insider, and conduct risk management as Head of Governance, Policy/Framework, Reporting and Risk Insights, and Emerging Risks. The position is enterprise-wide and collaborates closely with oversight teams in Canada and the U.S. to maintain fraud, insider, and conduct risk policies, frameworks, governance committees, and board reporting. The team is also responsible for emerging fraud, insider, and conduct risks, as well as quality assurance and enablement for the broader fraud, insider, and conduct risk team.

Responsibilities

  • Provide management leadership by hiring top talent, setting goals, developing staff, managing performance and compensation, promoting teamwork, and handling disciplinary actions.
  • Own, manage, and evolve the Fraud, Insider, and Conduct Risk Frameworks, Policies, and Standards to ensure controls align with risk appetite, regulatory expectations, and customer experience.
  • Oversee risk profiles, board reporting, and RAS measures.
  • Drive Fraud, Insider, and Conduct risk governance committees in collaboration with Heads of Fraud, Insider, and Conduct Risk Oversight.
  • Review policy conformance and assess risk acceptances against policies.
  • Oversee the design and execution of ORM programs, including maintenance of job aids, tools/templates, and quality review of team artifacts.
  • Centralize the initial review of emerging risks by monitoring the evolving fraud, insider, and conduct risk environment and threat landscape.
  • Serve as the initial point of contact for CRA’s/NBPA’s or other emerging threat/risk work.
  • Ensure regulatory compliance management, monitoring, and testing for the team.
  • Maintain the team’s controls, RCSA, interaction models, and RACI’s.
  • Build and maintain effective relationships with business and control function partners, establishing credibility through understanding their needs and challenges.
  • Partner with key stakeholders to align fraud, insider, and conduct risk management strategy with organizational objectives and risk appetite.
  • Support internal and external audits and regulatory examinations.
  • Report and escalate risk issues, events, and breaches to executive management and risk committees.
  • Collaborate with senior management on reporting and presenting fraud, insider, and conduct risk trends to the board, regulators, and stakeholders.
  • Foster a culture of fraud risk awareness, accountability, integrity, ethics, and regulatory compliance.
  • Provide independent oversight of risk management practices.

Requirements

  • 4-year degree or equivalent experience; post-graduate degree preferred.
  • 15+ years of related experience with deep subject matter expertise in Insider, Fraud, and Conduct Risk Management within the banking industry.
  • Technical knowledge of fraud, insider, and conduct risk threats, controls, and banking operations across the customer lifecycle (e.g., account opening, transactions, fraud controls, case management, and suspicious activity reporting).
  • Strong leadership skills, including the ability to attract, inspire, coach, and develop team members.
  • In-depth knowledge of banking regulations and industry standards (e.g., OSFI, OCC, FRB, FDIC).
  • Excellent project management, stakeholder communication, and strategic execution skills.
  • High integrity, sound judgment, discretion, and professionalism in handling confidential matters.
  • Strong attention to detail and ability to identify and address discrepancies.
  • Exceptional relationship-building skills across all levels of management.
  • Excellent written and verbal communication skills, including the ability to engage senior stakeholders and drive action through business communications.
  • Ability to communicate complex data and transformational change to diverse audiences, including regulators.
  • Effective presentation skills for regulators, executive management, and senior leadership.
  • Strong analytical skills to synthesize information across disciplines and functions.
  • Ability to navigate ambiguity, facilitate change, and manage multiple priorities in a fast-paced environment.
  • Proven track record of developing and implementing large-scale programs with superior results in a matrixed organization.
  • Ability to challenge business leaders while providing value-added guidance.
  • Experience collaborating with cross-functional experts to ensure high service levels.
  • Strong control and risk management mindset.
