About the Role

Under the direction of a Project Manager, this consultant will provide analysis, development, reporting, testing, and implementation efforts for the OCFS Agency Online Profile (OAOP), a statewide web-based application utilized by the Division of Child Welfare & Community Services (CWCS) and Youth Development and Partnership Success (YDAPS).

Responsibilities

• Perform development, reporting, testing, and implementation activities for OAOP.
• Apply advanced expertise in .NET technologies (ASP.NET MVC, .NET Core) and Oracle SQL.
• Gather requirements from users and translate business needs into technical solutions.
• Analyze, design, and author detailed technical specifications for programs and processes.
• Optimize application performance, including database queries and backend processing.
• Collaborate with cross-functional teams, including business analysts, QA, and infrastructure teams.
• Consolidate testing efforts by designing and executing test strategies, performing unit/integration/regression testing, supporting UAT, and identifying and resolving defects.

Qualifications

• 84+ months of experience as a Systems Developer, developing and implementing applications for backend processing systems.
• 84 months of experience developing n-tiered applications utilizing .NET with MVC pattern.
• 84 months of experience writing and developing Web Services or Windows Communication Foundation (WCF).
• 84 months of experience with PL/SQL writing packages, stored procedures, and triggers in Oracle databases.
• 72 months of experience designing and developing application reports using Microsoft reporting tools such as SSRS.
• 72 months of experience in design and deployment of complex SQL objects and relational database design.
• 60 months of experience with CI/CD using tools like Azure DevOps, including automated builds, writing build & release pipelines, and creating work items.
• Bachelor’s Degree.

Candidate is expected to provide guidance to large teams and/or have extensive industry experience, considered at the top of their field.
