About the Role
Lead developer for the Behavioral Health Authentication and Authorization Solution (BHAAS) program, responsible for several applications including a Security Application Rewrite using Microsoft .NET Core, C#, PL/SQL, and other programming tools.
Responsibilities
- Execute the full software development life cycle (SDLC).
- Develop code using Microsoft Visual Studio 2019 or higher with MVC Architecture, .NET Core, JavaScript, Angular 2+, Ajax, HTML, XML, Web APIs, and WCF.
- Prepare scripts to create and modify Oracle tables, indexes, constraints, triggers, views, stored procedures, and packages; convert and migrate data as needed.
- Diagnose and troubleshoot rules, calculations, and data issues in application reports using Crystal Reports.
- Mentor and assist other programmers (state and consultant) with debugging, troubleshooting, securing, and deploying applications, data access, data communications, and system architecture configurations.
- Use Team Foundation Server (TFS) for source code version control, including checking in/out and branching.
- Manage incidents and service requests via the IT Service Management System and coordinate with other ITS groups.
- Develop applications that access Protected Health Information (PHI).
- Diagnose and debug production issues reported via ITSM, escalate critical calls, and participate in bridge calls for diagnosis.
- Report task status and outstanding issues to supervisor.
Qualifications
- 84+ months of experience using Microsoft Visual Studio to develop and maintain complex n-tier web browser-based applications in C# for n-tier web deployment.
- 84+ months of experience with Oracle 11G or higher, including writing SQL/PL/SQL queries, updates, stored procedures, functions, cursors, and query optimization.
- 84+ months of experience developing and maintaining web applications using modern client-side technologies (HTML5, AJAX, JavaScript, jQuery, Bootstrap, CSS).
- 36+ months of experience developing applications with .NET Core MVC.
- 24+ months of experience developing web-based application UIs with responsive web design (RWD) following WCAG 2.0 guidelines.
- 84+ months of experience with Service Oriented Architecture (SOA) integration, including secure .NET web services (WCF, SOAP/RESTful APIs, message/queue processing, or Enterprise Service Bus).
- 60+ months of experience using Team Foundation Server (TFS) for source code management.
- 36+ months of experience coding and maintaining applications containing HIPAA-protected Health Care data (PHI).
Candidate must be an expert-level Systems Developer with 84+ months of experience, capable of guiding large teams and demonstrating extensive industry expertise.
