About the Role
This position supports the NYS Tax Modernization Program, which encompasses multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance. The department is responsible for billions in state revenue, with major modernization areas including Collections and Accounts Receivable and Integrated Taxpayer Accounting.
Responsibilities
- Obtain business requirements to develop automated applications that meet business priorities.
- Provide programming duties for tax-related applications.
- Develop and mentor staff using technologies such as J2EE, Spring, JSON, JavaScript, and JDBC.
- Develop and review detailed documentation for system and program change requirements, including specification documents.
- Assist and provide guidance through all phases of the project management life cycle.
- Develop unit test plans based on coding changes and user specifications, conduct unit testing, and debug code changes in the development environment.
- Coordinate the migration of code changes (programs, procedures, etc.) from the development environment to the user test environment.
- Assist team members using distributed technologies including Java, DB2, XML, and XQuery.
- Ensure staff members are properly trained and mentored.
- Provide support for defect and issue resolution, ensuring timely addressing based on priority.
- Facilitate and participate in meetings with ITS and DTF customers.
- Communicate verbally and in writing with DTF management, users, ITS management, and team members.
Requirements
- 60 months of experience with J2EE technologies including EJB, JDBC, JSP, and XML.
- 60 months of experience with Java programming in an IBM development environment using IBM's Rational Application Developer (RAD) and deployment to WebSphere Application Server (WAS).
- 60 months of IBM DB2 experience, including working with DB2 databases and XML schemas (definition, querying, and automated generation).
- 60 months of experience in performance tuning applications interacting with databases.
- 36 months of experience with IBM MQSeries.
- 60 months of experience providing technical design, development, maintenance, and end-user support of tax systems.
- 60 months of system analysis and design experience for multi-tiered transactional systems, including writing technical design specification documents for multifaceted component-based systems.
Qualifications
Candidate must be able to work independently, without assistance, and provide guidance to others. May have an advanced education. Minimum of 60–84 months of experience as a Software Developer, involved in all facets of the software development process, including research, design, programming, testing, and implementation.
