About the role

ITS State Liquor Authority is developing a system for online payments using Microsoft .NET. The consultant will guide the development effort, performing application development, solution design, and creating functional and technical documents. The role involves analyzing, designing, and configuring system changes to incorporate portal functionality, as well as working with architects and developers to support back-office integration points and activities.

Responsibilities

• Provide solution design and create functional and technical documents.
• Develop, implement, manage, and maintain applications using Microsoft .NET technology.
• Analyze, design, and configure changes within the system to incorporate LEAP/Portal functionality.
• Guide the development team, including reviewing progress and assigning tasks.
• Analyze and interpret business rules and workflows for application design.
• Design, analyze, and configure workflows.
• Perform performance metrics and data analysis.
• Design and code application interfaces.
• Provide training to staff on new technologies.
• Assist configuration and release management teams in scheduling and performing deployments.
• Aid other developers, including pair programming where needed.
• Prepare reports based on business specifications.
• Manage code merges and version control.
• Design, develop, and test web applications in an agile project management process using modern technology solutions.
• Create diagrams of methodologies, processes, logical flows, and data models.
• Design libraries to support reusable components using SOLID principles.
• Build web applications using front-end frameworks like Vue.js and Angular.
• Develop responsive web applications using JavaScript, TypeScript, Bootstrap 4, CSS3, HTML5, and JSON.
• Design and develop web services using WebAPI 2 and HTTP Action Results (GraphQL a plus).
• Generate REST microservices designed with scalability and portability in mind.
• Write SQL statements with performance in mind for database initializations designed for seeding data intended for automated testing.
• Use LINQ with Entity Framework in the data layer.
• Create HTML extensions, helpers, or web components to standardize UI widgets.
• Design, develop, and implement the NYBE Portal/SOA conversion program to dynamically convert JSON objects to XML based on mapping configurations.
• Investigate new tools and technologies as needed.
• Implement correct design patterns for specific use cases.
• Provide knowledge transfer to state staff.
• Participate in project governance activities.

Qualifications

Mandatory:

• 84+ months of experience as an IT Specialist in Information Technology, with expertise in development platforms, technical architectures, or business applications beyond that of a Programmer.
• Ability to provide guidance to large teams and/or extensive industry experience at the top of the field.

Requested:

• 84 months of experience in IT in the areas of application design and implementation, with a Lead Software Engineer/Architect role.
• 84 months of experience in analysis, application solution designing, requirement gathering, development, requirements planning, and quality assurance of enterprise-grade applications, successfully leading multiple releases to completion.
• 84 months of experience working on interfacing with applications using SOAP and RESTful Web Services.
• 84 months of experience building web applications using Vue.js, Angular, Microsoft .NET, ASP.NET Core MVC, C#, and Entity Framework Core.
• 72 months of experience with MS SQL Databases, including writing queries, stored procedures, and views.
• 72 months of experience designing and implementing web applications in responsive web design using Bootstrap, HTML5, CSS3, SASS, Angular, Vue.js, and Webpack.
• 72 months of experience developing dynamic components, modules, services, and custom filters using Vue.js, Angular, AXIOS, and VUEX to access REST APIs.
• 84 months of experience working with business analysts and clients to collect as-is business requirements, provide gap analysis, solution the to-be system, write technical specifications, mentor development teams, and enforce code standards.
