About the role

The Department of Social Services (DSS) is part of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). DSS aims to fight poverty and income inequality by providing essential benefits such as Food Assistance and Emergency Rental Assistance. DSS-AO protects the integrity of social services programs, while DFRP reviews and processes cash assistance cases.

Responsibilities

  • Confirm accuracy of data match and referral information for cash assistance cases by cross-referencing WMS, NYCWAY, and other Division systems.
  • Access information from in-person appointments made by DSS-AO’s Investigative areas, FIA, and other agencies using databases.
  • Assess continuous eligibility for active cash assistance cases, compute financial assistance needs, and ensure budget accuracy.
  • Initiate actions to reduce cash assistance, recoup overpayments, and close cases.
  • Obtain collateral information/documentation as needed.
  • Prepare electronic and paper eligibility forms, review work, and submit for supervisory authorization.
  • Draft follow-up referrals to AO’s investigative divisions and/or HRA’s Job Centers.
  • Complete daily activity reports annotating processed assignments.
  • Perform additional tasks as needed.

Requirements

  • Completion of 30 semester credits at an accredited college or university, or
  • A four-year high school diploma or equivalent and one year of full-time satisfactory experience in one or more of the following areas:
    • Interviewing, gathering information, and/or preparing necessary documentation for eligibility determinations;
    • Bookkeeping, bank teller duties, housing office teller duties, purchasing agent, assistant store manager, sales representative, or customer service duties;
    • Dealing with social service agencies, legal representatives, or assisting individuals with housing, social, financial, or health issues.
  • A satisfactory combination of education and/or experience equivalent to "1" or "2" above, with 30 semester credits from an accredited college or university substituting for each year of required experience.

Preferred Skills

  • Ability to review and implement corrective actions based on case assessments.
  • Working knowledge of HRA/AO systems including WMS, HRA Viewer, POS, TALX, and NYCWAY.
  • Knowledge of Microsoft Word, Excel, and PowerPoint.
  • Excellent oral and written communication skills.

Eligibility Specialist - 10104

This position is open to qualified persons with a disability eligible for the 55-a Program. New York City residency is generally required within 90 days of appointment, though certain employees may be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. Public Service Loan Forgiveness is available for eligible employees.
