Responsibilities
- Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules; processes employee concerns, counsels or disciplines as appropriate; completes performance appraisals; trains staff in operations, policies, and procedures.
- Plans and implements the County’s annual Human Services grant cycle, providing resources for victim assistance, youth development, child and family welfare, and senior services.
- Develops statements of work and programmatic specifications for RFPs, grants, and other funding sources; administers the grant selection process and participates in the review and selection of annual grant proposal awardees; develops and administers service contracts.
- Monitors programs on a macro level to ensure consistency with the consolidated plan; tracks expenditures, evaluates program design/implementation, performs risk assessments, and develops performance measures.
- Monitors individual human services projects on a micro level; reviews performance and activities of grant sub-recipients, public service lessees, and subsidized homeowners to ensure compliance; conducts site visits and desktop reviews; reviews financial expenditures and compiles performance data.
- Serves as a liaison between the department and partnering agencies/sub-recipients; provides technical assistance, explains program information, reviews documentation, and resolves problems; coordinates and facilitates training and orientation workshops.
- Identifies, documents, and initiates corrective action for compliance issues; follows departmental procedures to resolve discrepancies; ensures adherence to standards and corrects deficiencies.
- Monitors eligibility and accounting records of sub-recipient organizations to ensure compliance with local, state, and federal regulations; identifies problem areas and assists in compliance efforts.
- Maintains files and records pertaining to programs; compiles and monitors administrative/statistical data; performs research, analyzes trends, and prepares reports.
- Assists the Director with department compliance; coordinates annual performance measures; utilizes Betterworks software to track KPIs; interprets complex regulations; develops and revises department policies and procedures.
- Develops and monitors program budgets; prepares budget requests and financial/program activity reports; analyzes cost-effectiveness of assigned programs.
- Gathers, compiles, and analyzes complex statistical data; prepares program activity reports, correspondence, and other documents.
- Assists the Director with long-term planning for Human Services program delivery; makes recommendations for program changes; maintains resource files; develops resources for program expansion; assists with implementation of improvements.
Requirements
- Bachelor’s degree in Public Administration, Business Administration, Community Development, Accounting, or a closely related field.
- Five years of progressively responsible experience in program administration and/or evaluation, preferably in human services or community development.
- Must possess and maintain a valid Georgia driver’s license.
- Grants writing experience required; experience working with Juvenile Court preferred.
