Government Services Manager Consultant- FEMA
EisnerAmper’s Government Services Practice is looking for a Manager with deep expertise in Federal Emergency Management Agency (FEMA) funded initiatives—Public Assistance, Individual Assistance, Hazard Mitigation, and Building Resilient Infrastructure and Communities programs—and a record of supporting complex compliance- or finance-related programs.
Responsibilities
- Supervise team members, set expectations, serve as a performance and career coach, and complete annual evaluations.
- Evaluate client needs, define engagement scope, manage work activities, and oversee quality control of client deliverables.
- Help clients maintain compliance with FEMA regulations and 2 CFR 200, assess audit readiness, and identify compliance and administrative gaps.
- Expedite complex closeout of multiple open disasters for clients.
- Support client financial management and accounting functions, including time and cost unit operations, cost tracking, and reconciliation.
- Determine program implementation methods using your knowledge and experience.
- Identify and track disaster recovery trends and updates to support team strategic planning and growth; spot opportunities for new or expanded services.
- Engage in business development: attend conferences, develop thought leadership, respond to RFPs, identify and review funding opportunities, and prepare and submit proposals.
- Identify recovery-related assistance gaps and recommend ways to leverage current resources for greater program impact.
- Occasionally work extended hours or travel to different firm offices and/or client locations.
Requirements
- 5+ years of experience in state and/or local disaster recovery programs administering FEMA funds, including 3+ years in a management or supervisory role.
- Bachelor’s degree in Public Policy, Public Administration, Public Safety, Emergency Management, Disaster Management, or a related field.
- Knowledge of and experience with FEMA disaster programs, including related statutes, regulations, policies, processes, and compliance and/or financial management functions.
Preferred Qualifications
- 5+ years of consulting and business development experience.
- Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Program Management Professional (PgMP), or Project Management Professional (PMP) certification.
- Project management experience, including creating and managing project budgets and schedules, and invoicing.
- Strong organizational skills and the ability to manage competing priorities under tight deadlines.
- Strong communication and analytical skills.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
- Familiarity with AI tools such as Claude, Copilot, and ChatGPT.
