Government Services Manager Consultant- FEMA
EisnerAmper’s Government Services Practice is seeking a Manager with deep expertise in Federal Emergency Management Agency (FEMA) initiatives, including Public Assistance, Individual Assistance, Hazard Mitigation, and Building Resilient Infrastructure and Communities programs. This role is suited for professionals with a strong background in compliance or finance within state and local recovery programs and a thorough understanding of FEMA regulations and policies.
Responsibilities
- Supervise team members, ensuring performance expectations are met, and serve as a career coach, including completing annual evaluations.
- Evaluate client needs, define engagement scope, manage project activities, and oversee quality control of client deliverables.
- Support clients in maintaining compliance with FEMA regulations and 2 CFR 200, including assessing audit readiness and identifying compliance or administrative gaps.
- Assist clients in expediting the closeout of multiple open disasters.
- Support client financial management and accounting functions, including time and cost unit operations, cost tracking, and reconciliation.
- Leverage expertise to determine program implementation methods.
- Contribute to strategic planning and growth by tracking disaster recovery trends, identifying service expansion opportunities, and developing new offerings.
- Engage in business development activities, such as attending conferences, creating thought leadership, responding to RFPs, and identifying funding opportunities.
- Identify gaps in recovery-related assistance and recommend resource optimization strategies to enhance program impact.
- Occasionally work extended hours or travel to different firm offices and/or client locations as required.
Requirements
- 5+ years of experience in state and/or local disaster recovery programs administering FEMA funds, with at least 3 years in a management or supervisory role.
- Bachelor’s degree in Public Policy, Public Administration, Public Safety, Emergency Management, Disaster Management, or a related field.
- In-depth knowledge of FEMA disaster programs, including relevant statutes, regulations, policies, and compliance or financial management functions.
Preferred Qualifications
- 5+ years of consulting and business development experience.
- Certifications such as Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Program Management Professional (PgMP), or Project Management Professional (PMP).
- Project management experience, including budgeting, scheduling, and invoicing.
- Strong organizational skills and the ability to manage competing priorities under tight deadlines.
- Excellent communication and analytical skills.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
- Familiarity with AI tools such as Claude, Copilot, and ChatGPT.
