Government Services Manager Consultant- FEMA
EisnerAmper’s Government Services Practice is looking for a Manager with deep expertise in Federal Emergency Management Agency (FEMA) initiatives—Public Assistance, Individual Assistance, Hazard Mitigation, and Building Resilient Infrastructure and Communities programs—and a track record of supporting complex compliance- or finance-related programs.
Responsibilities
- Supervise team members, set expectations, provide career coaching, and complete annual performance evaluations.
- Assess client needs, define engagement scope, manage work plans, and oversee quality control of deliverables.
- Help clients maintain compliance with FEMA regulations and 2 CFR 200, including audit readiness and gap assessments.
- Support expedited closeout of multiple open disasters.
- Assist with financial management and accounting functions: time/cost unit operations, cost tracking, and reconciliation.
- Determine optimal program implementation methods based on experience.
- Identify and track disaster-recovery trends, spot opportunities for new or expanded services, and contribute to team strategic planning.
- Engage in business development: attend conferences, develop thought leadership, respond to RFPs, and review funding opportunities.
- Identify recovery-related assistance gaps and recommend resource-leveraging strategies to increase program impact.
- Occasional extended hours, travel to firm offices, or client locations may be required.
Requirements
- 5+ years of experience administering FEMA funds in state and/or local disaster recovery programs, including 3+ years in a management or supervisory role.
- Bachelor’s degree in Public Policy, Public Administration, Public Safety, Emergency Management, Disaster Management, or a related field.
- Knowledge of FEMA disaster programs, statutes, regulations, policies, and compliance/financial management functions.
Preferred Qualifications
- 5+ years of consulting and business development experience.
- Certifications such as Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Program Management Professional (PgMP), or Project Management Professional (PMP).
- Project management experience: budgeting, scheduling, and invoicing.
- Strong organizational skills and ability to manage competing priorities under tight deadlines.
- Excellent communication and analytical skills.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
- Familiarity with AI tools such as Claude, Copilot, and ChatGPT.
