Government Relations / Stakeholder Engagement Representative
About the Role
We are seeking a senior Government Relations and Stakeholder Engagement Representative to serve as Nscale's primary public-facing presence in the West Virginia state capital. Based in Charleston, you will manage Nscale's relationships with the West Virginia Legislature, the Governor's office, the WV Public Service Commission, WVDEP, and Mason County leadership in support of the Monarch Compute Campus. You will be a trusted ambassador for Nscale - listening as much as you speak, building durable relationships, and helping shape policy and engagement strategies that allow Monarch and West Virginia to succeed together.
Key Responsibilities
- Lead engagement with the Governor's office, executive cabinet, and senior state agency leadership.
- Manage Nscale's legislative agenda - monitoring, advocacy, and engagement - in the WV House and Senate.
- Build and maintain strong working relationships with the WV PSC, WVDEP, Department of Economic Development, and other relevant agencies.
- Coalition & Industry Engagement - represent Nscale in relevant trade associations and policy coalitions (energy, data center, AI infrastructure), and build relationships with peer companies and infrastructure partners active in West Virginia.
- Develop and execute Nscale's WV policy strategy in close partnership with project leadership, community engagement, legal, and communications.
- Ensure full compliance with WV lobbying registration, gift, and disclosure rules.
About You
- 10+ years of experience in government affairs, public policy, or political/legislative roles
- Established relationships across the WV Legislature, executive branch, and key state agencies.
- Strong communicator with comfort engaging elected officials, community members, and media.
- Demonstrated track record building durable, trust-based relationships with diverse stakeholders.
- High integrity and sound political judgement.
- Based in or willing to relocate to Charleston, WV; willingness to travel to Mason County and other parts of the state frequently.
- Some preference for experience in energy, infrastructure, utilities, or technology.

The Monarch Compute Campus is Nscale's flagship North American AI factory: a 2,250+ acre hyperscale campus in Mason County, West Virginia, and the first state-certified AI microgrid district in the United States. At full build-out, Monarch is engineered to deliver multi-gigawatt, off-grid power to support the world's most demanding AI training and inference workloads, anchored by an MOU with Microsoft for 1.35 GW of capacity using NVIDIA Vera Rubin NVL72 GPUs. Phase 1 — a 2.16 GW natural gas-fired facility comprising three H-shaped data center buildings and 864 Caterpillar reciprocating natural gas engines — is targeted for initial operation in early 2027. Monarch represents a once-in-a-generation opportunity to build mission-critical AI infrastructure in close partnership with Caterpillar, Babcock & Wilcox, Powell Industries, and the State of West Virginia.

Pay
Salary Range: $130,000 USD - $220,000 USD
