About the role
The Texas General Land Office is seeking a Purchaser V within the Financial Management Department. This role involves planning, coordinating, and managing the purchase of commodities and services, preparing and managing procurement documents, and monitoring and maintaining detailed records of items purchased, received, prepared, and issued.
Responsibilities
- Processes CAPPS requisitions for routine goods and services, solicitations, grants, and non-competitive contracts.
- Executes emergency and proprietary purchases in full compliance with applicable laws, regulations, and agency policies.
- Manages procurement card requests, ensuring all transactions meet established compliance and documentation requirements.
- Collaborates with internal and external stakeholders throughout every phase of the procurement cycle to maintain accuracy, ensure compliance, and support timely and effective contract execution.
- Maintains complete and accurate documentation for all procurement activities.
- Serves as the backup Procurement Card Administrator, supporting procurement card operations and ensuring continuity of services and compliance with applicable policies and procedures.
Requirements
- Experience in the purchasing and procurement of goods and services.
- Graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field is generally preferred.
- Four (4) years full-time experience in purchasing and/or contract development work.
- CTPM (Certified Texas Procurement Manager) or CTCD (Certified Texas Contract Developer) certification required.
Qualifications
- Minimum Qualifications: Experience in the purchasing and procurement of goods and services. Four (4) years full-time experience in purchasing and/or contract development work. CTPM or CTCD certification required.
- Preferred Qualifications: Four (4) years full-time experience in purchasing and/or contract development work for a Texas state agency.
Skills and Abilities
- Knowledge of state procurement methods; statewide purchasing programs; emergency and proprietary purchasing requirements; as well as procurement systems; policies; and compliance standards.
- Skilled in managing complex procurements; developing detailed specifications and solicitation documents; ensuring compliance with applicable laws and policies; effectively using procurement and related systems.
- Ability to independently manage procurement processes; exercise sound judgement in complex and time sensitive situations; maintain audit ready documentation and ensure compliance; coordinate with internal and external stakeholders; and provide technical guidance on procurement policies and procedures.
Physical Requirements
- This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties.
- The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions.
- The individual must be able to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
