GIS Programmer (Systems Programmer II)

About the role

This vacancy announcement will be used to fill a full-time Systems Programmer II position in the Office of Information Technology. The work location for this position is the Riva Road Heritage Complex in Annapolis, MD.

Responsibilities

• Support GIS programming for implementation and maintenance of geospatial enterprise applications
• Support of enterprise geospatial services
• Design and maintenance of geospatial scripts
• Support of various databases
• Coordinate with multiple project teams to ensure compatibility and efficient operation of County software and hardware
• Work with Technical Services, County managers, project managers, and contractors to develop systems and monitor operational effectiveness
• Install, configure, and support major multiple operating software systems, and network management software
• Perform disaster recovery for all servers
• Analyze, test, and calibrate network equipment to improve LAN and WAN network performance
• Run backups of network data and archive as required
• Research, evaluate, and test new technologies for existing and proposed network systems
• Recommend new enhancements as needed
• Perform network security of access, usage, and protection of all servers, e-mail client workstations, printers, folders, files, and documents
• Provide technical support to external customers concerning the daily care of servers, desktop computers, network-attached printers, and multimedia network devices
• Provide advice and guidance to staff members as required
• Work with contractors, vendors, and employees concerning hardware, software, servers, and mainframe systems

Requirements

• Strong understanding of and practical experience designing and implementing SDE data models in Microsoft SQL Server SDE Geospatial environments
• Considerable knowledge of a wide array of hardware and software operating systems, cabling, and power requirements
• Considerable knowledge of network management and router configuration, personal computer equipment, and data communications networks
• Considerable knowledge of the functions and capabilities of electronic data processing equipment, and personal computer equipment
• Skill in evaluating, analyzing, troubleshooting, and resolving network connectivity, server, hardware, and software problems

Qualifications

• Graduation from an accredited four-year college or university with major coursework in mathematics, public or business administration, or a related field, including or supplemented by specialized training in electronic data processing, programming, operations, and methodologies
• Two (2) or more years of experience in telecommunications, computer operating systems, and database management
• Experience with database management tools, reporting, and business intelligence software
• Experience developing interfaces and web services for GIS applications
• Experience working with Esri ArcGIS Enterprise, ArcGIS Pro, ArcGIS On-Line, VertiGIS/Geocortex software stack, and Model Builder
• Web development skills (ReactJS, Typescript, JSON, Python, JavaScript, ArcGIS JavaScript 4x API, ArcGIS REST, ArcGIS/arcpy python libraries, or HTML5/CSS)
• Experience with relational and/or NoSQL database design
• Experience working with on-premises and Cloud-based services (AWS)
