GIS Analyst

About the role

VDOT’s Central Office Maintenance Division seeks an advanced GIS Analyst to support the Highway Maintenance Management Section. The analyst will take direction from the HMMS Program Manager and perform advanced GIS analysis, enterprise asset data management, GIS application development, and technical coordination.

Responsibilities

• Analyze, validate, and maintain GIS data for various maintenance assets.
• Develop and maintain GIS applications using ESRI technologies.
• Serve as a technical liaison between ITD, asset management system administrators, and system users of varying technical capabilities.
• Perform advanced GIS analysis, enterprise asset data management, GIS application development, and technical coordination.
• Take directions from the HMMS Program Manager.

Qualifications

• BS/BA in GIS, Geography, Cartography, Computer Science, or a related field.
• 4‑8 years of experience in GIS and GIS application development.
• Minimum of 5 years experience designing, building, and delivering web applications.
• Experience developing web applications using ArcGIS API for JavaScript or other JavaScript mapping APIs.
• Excellent problem‑solving, verbal, and written communication, design, development, and debugging skills.
• Experience in the development of complex analysis and mapping projects.
• Ability to communicate technical information to non‑technical computer users, both orally and in writing.
• Demonstrated high competence in the ESRI GIS software suite (ArcGIS Pro 3.x and higher), including thorough knowledge of ArcSDE and ArcGIS Enterprise (server, portal, web adaptors, data stores).
• Ability to work independently to develop GIS tools and applications, perform complex analyses, and create multi‑layered maps using the GIS application suite and other programming environments.
• Self‑starter with a technical background in software, capable of working with minimal supervision.
• Proficiency in Python.

Skills

• Proficiency in data extraction, analysis, and scripting tools, preferably Oracle SQL and PostgreSQL.
• Prior experience with LRS and working knowledge of ESRI Roads & Highways or similar systems.
• Experience working with enterprise asset management systems and datasets.
• Develop and maintain linear referencing systems (LRS) and GIS applications to support spatial data management needs.
• Experience with reporting tools such as Power BI.
• Experience developing web applications using ArcGIS API for JavaScript or other JavaScript mapping APIs.
