GIS Analyst

About the role

This position provides GIS Analyst support to the Business Information Systems Branch at the SILC, ensuring that the requirements and goals identified in the CG Civil Engineering Program Annual Performance Plan and the SILC Business Plan are met. The work includes collaboration on role‑based access controls (RBAC) for SILC's ArcGIS Enterprise team, development of surveys using Survey 123 Connect, leveraging GIS to streamline construction efforts, and creating data connections with Power BI to support SILC dashboard development.

Responsibilities

• Collaborate with SILC to develop role‑based access controls (RBAC) for the ArcGIS Enterprise platform.
• Design and implement surveys using Survey 123 Connect.
• Apply GIS techniques to streamline construction and civil engineering efforts.
• Develop data connections and dashboards using Microsoft Power BI in conjunction with ESRI ArcGIS for Power BI and ESRI Dashboards.
• Develop and sustain new GIS & Power BI connections requested by the Business Information Systems Branch’s Performance Team, documenting processes in guides.
• Create, document (via job aids), and maintain surveys and workflows for post‑event (natural or man‑made disaster) damage assessments to CG facilities, utilizing Survey 123 Connect, ESRI drone mapping, and other ESRI applications.
• Provide industry best practices for managing enterprise‑wide civil engineering GIS data.
• Develop the RBAC schema for managing SILC’s SEXTANT group/data store on ArcGIS Enterprise, adhering to CG‑684 GIS governance and producing supporting job aids.
• Produce process guides, letters, memorandums, visual presentations, spreadsheets, and email communications for internal CG use and with other government agencies using the Microsoft Office suite (Outlook, Word, Excel, PowerPoint, Teams).
• Develop, document (via job aids), and sustain a new civil‑engineering project‑planning GIS data layer and associated workflows to improve planning efficiency, leveraging open‑source GIS data for wetlands, flooding, sea‑level rise, and cultural/biological environmental concerns.
• Serve as a GIS subject‑matter expert, providing guidance, training, and training‑material development to SILC and subordinate unit staff, including travel for on‑site training as needed.
• Produce GIS‑related products such as standard or custom maps, charts, graphs, GIS analyses, GIS projects, and related GIS data based on information from the SILC GIS Program Manager or the COR.

Requirements

• Minimum five (5) years of experience with ESRI’s ArcGIS platform, including Survey 123 Connect, Dashboards, and ArcGIS for Power BI, with experience related to asset or facilities management.
• Associate’s degree or higher from an accredited college or technical school in GIS, Surveying, Engineering, Cartography, Geography, or Information Systems, plus at least five (5) years of related work experience directly tied to asset or facilities management.
• Demonstrated knowledge and experience developing data connections and dashboards using Microsoft Power BI together with ESRI ArcGIS for Power BI and ESRI Dashboards.
• Fluency in English (spoken, read, and written).

Skills

• Proficiency with ESRI ArcGIS Enterprise, Survey 123 Connect, ESRI Dashboards, and ArcGIS for Power BI.
• Strong experience with Microsoft Power BI for data visualization and dashboard creation.
• GIS data management and the ability to design and implement RBAC schemas.
• Survey development and drone‑based mapping techniques.
• Competence with Microsoft Office suite tools (Outlook, Word, Excel, PowerPoint, Teams) for creating documentation and communications.
• Ability to produce clear process guides, job aids, and training materials.
• Knowledge of open‑source GIS datasets for environmental analysis, including wetlands, flooding, sea‑level rise, and cultural/biological concerns.
