About the Role

The Town of Gilbert is seeking a dynamic and visionary Chief People Officer to lead our Human Resources Department. This executive-level position is responsible for developing and implementing human capital strategies that align with the Town’s mission, vision, and values. The Chief People Officer will foster a culture of innovation, collaboration, and excellence while ensuring compliance with all federal, state, and local employment laws.

Responsibilities

  • Provide strategic leadership and direction for all human resources functions, including talent acquisition, employee development, performance management, compensation and benefits, employee relations, and organizational development.
  • Develop and implement HR policies, programs, and initiatives that support the Town’s strategic goals and enhance employee engagement and retention.
  • Lead workforce planning efforts to ensure the Town has the talent necessary to meet current and future operational needs.
  • Oversee the design and administration of competitive compensation and benefits programs to attract and retain top talent.
  • Foster a positive and inclusive work environment that promotes diversity, equity, and inclusion.
  • Serve as a trusted advisor to the Town Manager and executive leadership team on all HR-related matters.
  • Ensure compliance with all applicable employment laws and regulations, including FLSA, FMLA, ADA, and EEOC guidelines.
  • Manage labor relations, including negotiations with employee unions and associations, as applicable.
  • Oversee the HR technology systems and tools to improve efficiency and data-driven decision-making.
  • Develop and manage the HR department budget, ensuring cost-effective delivery of services.
  • Represent the Town in professional organizations, community events, and other forums to enhance the Town’s reputation as an employer of choice.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field. A Master’s degree is highly preferred.
  • Minimum of ten (10) years of progressive HR experience, with at least five (5) years in a senior leadership role, preferably in the public sector or a similarly complex organization.
  • Senior Professional in Human Resources (SPHR) or Senior Certified Professional (SHRM-SCP) certification is highly desirable.
  • Demonstrated experience in strategic workforce planning, talent management, and organizational development.
  • Strong knowledge of federal, state, and local employment laws and regulations.
  • Experience managing labor relations and negotiations with unions or employee associations.
  • Proven ability to lead and develop high-performing teams.
  • Excellent communication, interpersonal, and conflict-resolution skills.
  • Strong analytical and problem-solving abilities, with a data-driven approach to decision-making.
  • Ability to build and maintain effective relationships with employees, leadership, and external stakeholders.
  • Experience with HR technology systems, such as HRIS, payroll, and talent management platforms.
