About the role
Perform professional-level accounting work, including preparing, analyzing, and verifying fiscal records and reports. Ensure all transactions are posted properly each month and generate monthly financial statements and management reports, such as budget vs. actual variance analyses and financial forecasts. Comply with existing accounting practices and procedures.
Responsibilities
- Prepare and verify fiscal records and reports
- Prepare financial and statistical reports
- Reconcile General Ledger accounts
- Post monthly transactions accurately
- Generate monthly financial statements and management reports, including budget vs. actual variance analyses and financial forecasts
- Prepare journal entries and perform General Ledger account analysis
- Manage cash and perform bank reconciliations
- Prepare audit work-papers and financial statements
- Comply with HUD programs, requirements, and policies/procedures
- Adhere to US Generally Accepted Accounting Principles (GAAP)
- Understand and apply principles of automated information systems and data processing
- Follow federal, state, and local financial regulations related to accounting and record-keeping
- Apply knowledge of fund and governmental accounting practices
- Manage grants accounting and ensure compliance with applicable HUD regulations
- Understand and apply principles of budgeting, budget administration, and grants management
- Ensure compliance with time and attendance requirements, payroll regulations, and reporting procedures
- Perform advanced cost and financial analysis
- Conduct auditing and review of General Ledger and account reconciliations
Requirements
- Bachelor’s degree in Accounting (required)
- 3 years of experience in a professional accounting capacity, including preparing journal entries, General Ledger account analysis, cash management, bank reconciliations, audit work-papers, and financial statement preparation
- Valid state driver’s license or ability to acquire one
- Must pass federal, state, and local criminal investigation clearances and a drug screening test
- Must be insurable under the agency’s insurance policy
- Must be bondable and have a satisfactory work history
Skills
- Knowledge of HUD programs, requirements, and policies/procedures
- Knowledge of US Generally Accepted Accounting Principles (GAAP)
- Knowledge of automated information systems and data processing
- Knowledge of commission and HUD computer systems and software
- Knowledge of Housing & Urban Development Public Housing regulations and policies
- Knowledge of DHC and departmental policies, procedures, and goals
- Knowledge of organization’s structure, policies, and procedures
- Knowledge of standard office procedures, filing, and equipment (e.g., computer, fax, copier, telephone system)
- Knowledge of financial management principles and ability to supervise and train employees
- Proficiency in accounting-related software
- Understanding of grants accounting and applicable HUD regulations
- Knowledge of federal, state, and local financial regulations related to accounting and record-keeping
- Knowledge of financial regulations pertaining to HUD, low-income housing, HOPE IV, RHF, and related programs
- Knowledge of fund and governmental accounting practices and principles
- Knowledge of budgeting and budget administration principles
- Knowledge of grants management principles
- Knowledge of time and attendance requirements, payroll regulations, and reporting procedures
- Knowledge of advanced cost and financial analysis principles and techniques
- Knowledge of auditing and reviewing General Ledger and account reconciliations
