General Engineer (Project Manager)
About the role
The Facilities Branch of the Finance and Facilities Division provides a wide range of facilities support and management services across multiple sections. These sections and responsibilities include:
- The National Capital Region Section: Provides timely, suitable, modern, safe and secure working environments/facilities and provides quality facility support services for the HQ Divisions in the Washington, DC area.
- The Real Property Management Section: Administers professional and responsive facilities management, including engineering and design research; construction and spatial modification solutions; maintenance and energy monitoring; and logistical services for the tenant organizations at the FBI Academy in Quantico, VA.
- The Redstone Facilities Services Section: Responsible for all planning, construction, occupancy, facilities, and services located across the FBI Redstone campus, Huntsville, AL.
- The Field Operations Support Section: Provides real estate and facility support services for the FBI’s 56 Field Office property portfolios and international Legat locations. This section also supports the FBI’s fleet inventory and firearms range program.
Responsibilities
GS-13: Provide engineering support to facilities systems; driving upgrade projects from concept to completion, as required for continuous improvement of the facilities systems to ensure that support and services of the department meet the highest quality standards and performance.
Review designs including plans, specifications, and design analyses prepared by architects and engineers for technical adequacy, compliance with local and federal regulations and confirmation with existing industry standards and FBI Program of Requirements (POR).
Provide guidance to consultants when necessary. Author Statements of Work (SOWs) and develop designs to provide engineered solutions to a myriad engineering tasks.
Perform construction administration duties, such as reviewing and answering Request for Information (RFI), reviewing submittals, reviewing and producing field reports, walking sites and verifying accuracy and compliance of construction with drawings and POR requirements.
Develop Independent Government Cost Estimates (IGCEs), and review/analyze cost reports, project progress, measure performance, and take necessary corrective actions to maintain agreed-upon schedules and costs.
Organize and conduct site visits for the purpose of data collection and evaluation of construction progress and compliance with applicable building codes and POR, and prepare comprehensive reports and prepare briefings to keep managers and executives advised of project status and accomplishments.
Participate in quality control and quality assurance during the design and construction phases of the project.
Qualifications and Evaluations
GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows: Expert experience in designing and overseeing design and construction of commercial buildings, government buildings and data centers and have a strong knowledge of building systems in their area of engineering expertise. Expert experience performing and reviewing design of building systems and design calculations in their area of engineering expertise. Knowledge of the engineering standards in their area of engineering expertise as well as Federal, State, and local regulations as well as skill in inspection of construction projects to ensure conformance with these codes and regulations.

PHYSICAL DEMANDS: The work is primarily sedentary although there may be some walking, bending and climbing associated with on-site inspections.
WORK ENVIRONMENT: Majority of work is performed in an office setting, with some travel to attend meetings or review field operations.
