About the role

SABG is hiring a General Engineer / Project Manager and Programming to support Civil Engineer and Acquisition Support Services at Hurlburt Field, FL. Travel: On-site. No travel outside the perimeter of Hurlburt Field is expected. This position is contingent upon contract award.

Responsibilities

  • Develop technical programs, engineering designs, and infrastructure solutions in support of DoD and commercial facility projects.
  • Lead or contribute to project management functions including scheduling, budget oversight, scope control, and coordination with government and contractor stakeholders.
  • Develop programmatic frameworks, technical analyses, and systems-level solutions to support facility and infrastructure program objectives.
  • Work collaboratively with engineering, construction, and government teams to keep projects on track and within scope.
  • Produce clear technical documentation, program reports, and deliverables tailored to project and client requirements.
  • Requirement Development Support:
    • Automated Data Processing (ADP) Systems: Demonstrate working proficiency in the ADP systems and platforms used by 1 SOCES and their customers to meet PWS technical requirements.
    • Data Repository: Maintain accurate records by storing, transmitting, reviewing, and presenting data produced in furtherance of the 1 SOCES mission.
    • Data Collection: Gather and compile program and field data sufficient to define project requirements for programming purposes and to enable submission to an A/E firm for design.
  • Design and Production of Visual Media Products: Create and deliver visual media products — including charts, diagrams, and presentation materials — to effectively communicate technical and programmatic content in support of 1 SOCES objectives.
  • GeoBase, GeoReach and Other Geospatial Functions: Leverage geospatial systems and tools, including GeoBase and GeoReach, to inform planning, programming, and engineering decisions in support of the 1 SOCES mission.
  • Design Management Support:
    • Automated Data Processing (ADP) Systems: Apply expertise in 1 SOCES and customer ADP platforms to support the full range of design management activities required under this PWS.
    • Data Repository: Ensure accurate management of design-phase data through organized storage, secure transmission, ongoing evaluation, and clear presentation of information in support of the 1 SOCES mission.
    • Pre-Award Support: Prepare and deliver technical documentation packages for A/E solicitation — including parametric cost estimates, design instructions, and DD Form 1391 supporting data — based on customer-defined requirements. Assist 1 SOCES with oversight and administration of A/E contracts.
  • Technical Interchange: Deliver engineering and programmatic expertise to 1 SOCES through technical briefings, structured meeting facilitation, and preparation of agendas and minutes.
  • Deliverable Review: Evaluate A/E contractor technical submittals within one week of receipt, assessing accuracy, completeness, and conformance with applicable codes and regulations. Provide written findings and a formal recommendation for government acceptance or rejection.
  • Documentation: Assist with design program file maintenance, document organization, and administrative functions — including preparation and filing of meeting minutes from regulatory and partnering sessions held at Hurlburt Field.
  • Statutory and Regulatory Requirements Support: Review and interpret emerging statutory and regulatory requirements relevant to 1 SOCES programs. Produce deliverables that clarify applicability and provide recommendations for Air Force integration.
  • Cost and Scheduling Support: Generate cost and schedule management deliverables to support the design phase, including ROM cost estimates, design instructions, project status reports, and recommended strategies for recovering from schedule slippage or cost growth.
  • Design Acquisition/Execution Support: Assist with design acquisition and execution support functions. Personnel must operate within the limits of contractor authority and shall not perform inherently governmental functions under OFPP Policy Letter 11-01 or FAR Subpart 7.5, including making decisions, providing direction, negotiating, or signing contracts on the government's behalf.
  • Design and Project Development:
    • Pre-Award Support: Convert customer requirements into comprehensive technical packages for Construction contractor solicitation — including parametric cost estimates, statements of work, and all project documents necessary for completion. Provide support to 1 SOCES throughout construction contract administration.
    • Technical Interchange: Apply specialized engineering and programmatic knowledge to assist 1 SOCES with construction project coordination. Develop and deliver technical presentations, produce meeting agendas and notes, and lead or facilitate project meetings as required.

Qualifications

  • A minimum of five (5) years working in the construction industry on DoD or commercial facility, infrastructure, or utility programs, with demonstrated experience developing technical solutions, engineering programs, or design documentation.
  • Bachelor’s degree in Engineering, Architecture, or Building Construction Services from a program accredited by ABET, the National Architectural Accreditation Board (NAAB), or the American Council for Construction Education (ACCE).
  • Proficiency in a variety of computer software applications in word processing, spreadsheets, and database (MS Office: Word, Excel, PowerPoint, Outlook).
