About the role

UNICEF is committed to advancing gender equality and the empowerment of all girls and women as central to its mandate to uphold the rights of every child. This consultancy supports a Gender Equality and Accountability to Affected Populations (AAP) Programmatic Review in the UNICEF Lebanon Country Office (LCO) to shape and refine country programme planning alignment with the UNICEF Gender Equality Action Plan (UGEAP) 2026–2029 and Strategic Plan 2026–2029.

In anticipation of the new LCO Country Program Document 2028-2032, this consultancy will conduct a Gender Equality and AAP Programmatic Review. The review will assess how the Country Programme can strengthen gender equality programming and AAP minimum standards, ensuring alignment with UNICEF’s commitments.

Responsibilities

  • Support the undertaking of a Gender Equality and AAP Programmatic Review in UNICEF Lebanon Country Office.
  • Assess gaps and prioritize areas for the Country Office to introduce or strengthen gender equality programming and enhance AAP commitments.
  • Align programmes with the UGEAP and Strategic Plan 2026–2029, as well as UNICEF’s AAP frameworks.
  • Support prioritization and planning of programming and emergency preparedness to achieve key gender equality results.

Requirements

  • Masters’ degree in gender, sociology, anthropology, or a related field.
  • At least 8 years of strong technical skills in gender equality, research, and ability to support countries, especially in gender equality and AAP assessments or reviews.
  • Substantive and programmatic experience in gender equality and AAP issues, including effective feedback channels, with an understanding of social change.
  • Proficiency in English is required; Arabic is an asset.

Skills

  • Demonstrated experience in using evidence-based approaches to gender equality in shaping and implementing programmes.
  • Strong analytical skills in gender equality programme design and assessment, ideally at the national level.
  • Prior experience with UNICEF or UN agency programme planning is an advantage.
  • Excellent written and verbal communication skills, with strong interpersonal and presentation abilities.
