About the Role

UN Women seeks a National Consultant to design, develop, and deliver Module 8: Institutional and Oversight Ecosystem of the National Governance Program for Public Boards and Leadership (NGP) in Lebanon. This module will equip board members and senior public leaders with the competencies, practical tools, and leadership capabilities to navigate Lebanon’s institutional and oversight ecosystem, ensuring effective, accountable, and inclusive governance.

The consultant will work under the guidance of the UN Women Representative and the direct supervision of the Governance and Participation in Public Life Programme Manager, in close coordination with the Office of the Minister of State for Administrative Reform (OMSAR) and relevant national stakeholders.

Responsibilities

  • Draft an Inception Report outlining the proposed methodology, workplan, and outcomes for the Learning Module, ensuring alignment with NGP objectives, Lebanese institutional frameworks, and international governance standards (e.g., OECD Guidelines, UN SDGs).
  • Develop a comprehensive Learning Module Package, including:
    • A Learning Guide with module rationale, competency framework, learning outcomes, methodology, and assessment strategy.
    • A Participant Handbook/Workbook with technical content, governance tools, reflection questions, templates, and recommended readings.
    • A Facilitator Guide with session plans, facilitation notes, discussion questions, and learning activities.
    • Executive-level presentation materials (e.g., PowerPoint slides) with speaker notes and visual aids.
    • Lebanese governance case studies, practical scenarios, and simulations tailored to board roles and responsibilities.
    • Interactive learning activities (e.g., governance diagnostics, role plays, decision-making simulations).
    • A Governance Toolkit with decision-making frameworks, templates, checklists, and self-assessment tools.
    • Additional resources, including recommended readings and digital learning materials.
  • Ensure quality assurance and consistency across all materials, including:
    • Consistent terminology, visual identity, and alignment with NGP architecture.
    • Appropriate complexity for executive-level participants (junior and senior).
    • Adherence to Lebanese legislation and international governance standards.
  • Deliver the module in an interactive, participant-centered format, tailored to the profiles and experiences of participants, and focused on practical application within Lebanon’s public sector.

Requirements

  • Demonstrated expertise in public governance, institutional oversight, and board governance, with a focus on Lebanon’s public sector context.
  • In-depth knowledge of Lebanese constitutional, legal, and institutional frameworks governing public administration, boards, and oversight bodies (e.g., Court of Audit, Central Inspection, Civil Service Board).
  • Familiarity with internationally recognized governance standards, including OECD Guidelines, UN SDGs, and IFC Corporate Governance Methodology.
  • Proven experience in designing and delivering executive-level learning programs, particularly for public sector leaders, with a focus on experiential and interactive methodologies.
  • Ability to integrate inclusive governance principles, including gender equality and disability inclusion, into learning materials and delivery.
  • Strong analytical and facilitation skills, with the ability to translate complex governance concepts into practical tools and actionable insights.

The Learning Module must integrate the following principles:

  • Inclusive Governance: Promote gender equality, disability inclusion, and citizen-centered approaches in institutional policies and decision-making.
  • Ethical Leadership: Emphasize integrity, transparency, and accountability in governance practices.
  • Practical Application: Focus on experiential learning, real-world case studies, and tools that participants can apply within their institutions.
  • Sustainability: Ensure the module is adaptable for future use as an institutionalized induction program for public board members and senior officials.
