About the Role

The Division of Gaming ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements. This role fulfills the declaration of the General Assembly of the State of Colorado, which states that the success of gaming is dependent upon public confidence and trust that limited gaming is conducted honestly and competitively, that the rights of creditors of licensees are protected, and that gaming is free from criminal and corruptive elements. This is achieved, in part, by ensuring that gaming taxes are properly reported and paid and that licensees comply with Gaming Rules, Regulations, and Internal Control Minimum Procedures.
Responsibilities
- Revenue and Compliance Audits
- Assist the Audit Manager and staff within the immediate work unit to learn how to examine records and interview licensee staff to complete revenue and compliance audits by completing the audit and review steps outlined in the audit and review programs.
- Begin building an understanding of the objectives, rules, regulations, and ICMP (Internal Control Minimum Procedures) of the Division of Gaming and Audit Section as it relates to Revenue and Compliance Audits.
- Assist the Audit Manager and staff to learn how to collect, examine, and analyze data to prepare reports that detail a summary of the results of the review and audit work performed (work papers) and identify possible findings and recommendations.
- Assist the Audit Manager and staff to learn how to evaluate gaming technology to ensure compliance with the Internal Controls and proper calculation and reporting of AGP (Adjusted Gross Proceeds).
- Audit and Compliance Findings and Recommendations
- Assist the Audit Manager and staff within the immediate work unit to learn how to develop findings and recommendations needed to bring licensees into compliance with ICMP or Gaming Regulations.
- Discuss recommendations with the Lead Auditor, Audit Manager, or Chief Auditor. If recommendations are discussed with the Lead Auditor, the Lead Auditor will review the findings and recommendations with the Audit Manager or Chief Auditor.
- Assist the Audit Manager and staff to learn how to prepare reports and presentations.
- Assist the Audit Manager and staff to evaluate source documents, records, and financial information to recommend any necessary revisions or updates to ICMP to support the compliance of gaming technology.
- Stakeholder Interaction & Training
- Assist the Audit Manager and staff within the immediate work unit to learn how to understand how the section responds to technical inquiries of licensees, how to clarify, counsel, and advise on the division’s interpretation of the rules, regulations, and ICMP to licensees.
- Learn how to explain appropriate segregation of duties for a licensee’s particular operations and circumstances by assisting stakeholders in the interpretation of ICMPs.
- Promote a positive image of the division to others and strive for good working relationships with other division staff, licensees, CPA firms, attorneys, and other interested parties.
- Work with the Audit Manager and staff to learn how to identify gaps in the knowledge of those being trained and participate in training others on the proper application of ICMPs and the completion of tax returns and other related documents.

- Must possess and maintain a valid Colorado Driver's License. In-state travel required as needed (to Casinos).
Qualifications
Minimum Qualifications:
- Four (4) years of relevant audit experience related to the work assigned to this position.
- Or Education And Experience: A combination of related education and/or relevant audit experience related to the work assigned equal to four (4) years.
- Current, valid licensure as a CPA from the Colorado Board of Accountancy or current, valid CIA certificate will substitute for the four (4) years of the requirement.

Preferred Qualifications
The ideal candidate will possess the following skills:
- Exceptional communication skills (verbal and written), analytical/problem-solving skills, effective customer service.
- State Auditing experience in a regulatory environment.
- Proven ability to work independently and accept supervision.
- Attention to detail.
- Proven success organizing and tracking workload.
- Experience with TeamMate audit management software.
- Experience with Google Suite products (e.g., Gmail, Google Sheets, Google Slides, Google Docs, etc.).

- Final candidates must complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
- Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle. Motor Vehicle Records (MVRs) will be pulled for review for workers who:
- Have an assigned State fleet vehicle.
- Are required to operate a vehicle as part of the position.
- Utilize a State fleet vehicle as a pool vehicle.
