About the role

Under general supervision, this position maintains knowledge and understanding of current negotiated contracts for SEIU, MCEA, and MCBOA/MCAAP, relevant laws, and MCPS policies and practices related to payroll and leave. Responsibilities include accurately and efficiently processing various types of payroll transactions, such as hours/pay reported, financial, benefit, and tax deductions, correcting employees' pay and leave, processing manual checks, and verifying and running payroll reports. The work involves careful analysis, application of rules and guidelines, and standard to moderately complex mathematical calculations.

Physical demands include the ability to operate PCs and related office equipment for sustained periods. Ability to work overtime, night work, or respond to emergency work needs as required.

Responsibilities

  • Process payroll transactions, including hours/pay reported, financial, benefit, and tax deductions.
  • Correct employees' pay and leave records.
  • Process manual checks.
  • Verify and run various payroll reports.
  • Apply knowledge of negotiated contracts, federal and state tax laws, and MCPS policies.
  • Adhere to deadlines and handle a high volume of daily telephone calls, walk-in traffic, and correspondence.
  • Maintain confidentiality of sensitive employee information.

Requirements

  • Operational knowledge of payroll policies, regulations, and procedures.
  • Thorough knowledge of MCPS policies, federal and state tax laws, negotiated agreements (SEIU, MCEA, MCBOA/MCAAP), Fair Labor Standards Act, and benefit coverage as related to payroll.
  • Ability to research, calculate, and enter payroll transactions quickly and accurately.
  • Thorough knowledge of Oracle Cloud HCM (HUB plus) and ADP Payment Solutions systems or similar HR/payroll software.
  • Proficiency in Microsoft Office Suite (Excel, Word).
  • Strong math skills.
  • Working knowledge of direct deposit and ACH processes.
  • Ability to use Oracle Discoverer or similar reporting tools.
  • Excellent human relations, oral, and written communication skills.
  • Knowledge of and ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).

Qualifications

  • High School or GED diploma required; Associate degree preferred.
  • Minimum of two years of progressively responsible human resources experience or related experience, such as processing payroll and leave.
  • Experience working in Montgomery County Public Schools or other public human resources administration or educational institutions is highly desirable.
  • Other combinations of applicable education, training, and experience may be considered.

Pay

The wage range for this position is between $27.33 and $42.13 per hour, based on years of service.

Schedule

  • Full-time.
  • 12 working months per year.
  • Day shift.
