The Functional Business Analyst role is integral to a major AI modernization initiative within the Department of Veterans Affairs health portfolio. The position involves analyzing existing system functionality and workflows to extract business requirements using AI tools, supporting the modernization of legacy healthcare systems. This role drives the translation of current system operations into actionable requirements, contributing to enterprise transformation efforts that improve healthcare services for Veterans.

Responsibilities

• Analyze and reverse-engineer business, functional, and technical requirements from existing system modules, focusing on current workflows and rules.
• Conduct stakeholder interviews, workflow analyses, gap assessments, and facilitated sessions.
• Translate business needs into user stories, epics, process flows, requirements documentation, and acceptance criteria.
• Support legacy healthcare systems and enterprise application modernization.
• Collaborate with technical teams, architects, product owners, and project managers to align business objectives with technical solutions.
• Identify opportunities for modernization by analyzing current and future business processes.
• Participate in Agile delivery activities including backlog refinement, sprint planning, user acceptance testing, and release validation.
• Assist with healthcare workflow analysis, interoperability, and system integration efforts.
• Develop and maintain project documentation such as business requirements documents, functional specifications, and process diagrams.
• Support change management, training, and stakeholder communications.
• Engage in system testing, validation, and issue resolution.
• Ensure alignment with federal policies, operational needs, and compliance standards.

Requirements

• Bachelor’s degree in Business Administration, Information Technology, Healthcare Administration, or related field.
• Minimum of 5 years’ experience as a Business Analyst in enterprise IT or healthcare modernization.
• Proven ability to gather and document business and functional requirements for complex systems.
• Strong understanding of Agile methodologies and requirements management.
• Functional knowledge of VA VistA and Prosthetics module workflows sufficient to extract business rules from system behavior.
• Experience facilitating stakeholder engagement and translating business needs into technical requirements.
• Strong analytical, organizational, problem-solving, and communication skills.
• Proficiency with collaboration and project management tools such as Jira, Confluence, Azure DevOps, or Microsoft Visio.

Pay

$100,300—$112,300 USD
